Job Description

The Victim Advocate performs a broad range of legal duties encompassing victim and witness assistance and performs a variety of litigation support and special assignments from the District Attorney and Deputy District Attorneys. The position is vested with the exercise of considerable discretion in selecting, performing, and prioritizing assigned tasks. The nature of some duties will require periodic absence from the office and/or performance of assigned duties at times, outside of regular business hours. Collaboration with Great Basin Children’s Advocacy Center (GBCAC) will be critical.
Caseworker duties may include validating cases, collection of information related to restitution, and/or other duties as assigned.
The incumbent must be bondable and pass a background check with the State of Nevada Department of Public Safety. Employees of the District Attorney’s Office are mandatory reporters per NRS 432B.220.

ESSENTIAL FUNCTIONS
An employee in this position may be called upon to do any or all the following essential functions:

Assist victims/witnesses with various processes of the criminal justice system including completing forms, arranging interviews with law enforcement and the District Attorney’s Office, and coordinating collection of information for submission to the Court and/or other entities for restitution, and verify and process claims for payment for victims, including, but not limited to sexual assault examination costs, battery by strangulation examination costs, and counseling costs.
Accompany victims and witnesses to court as necessary for emotional support and to provide information on the criminal justice system, case status, restitution process, and related information; educate victim/witness on their rights, options, resources, and obligations in the criminal justice system.
Monitor more difficult or sensitive cases through the criminal justice system, to include support of victims post-conviction; monitor the progress of cases and follow-up with victims on short and long-term basis.
Establish and maintain a network of community support for victims/witnesses and help coordinate outreach efforts; collaborate with other professional and community service providers, including GBCAC, CADV, and others, to meet victim/witness needs.
Answer questions from the public, provide program and regulation information, explain the reporting and investigative process, and make referrals as necessary; provide information to clients, other agencies, and the public regarding pertinent regulations, policies, and procedures as they pertain to victim’s rights.
Establish, foster, and maintain effective and collaborative working relationships with all those contacted in the course of work to benefit the victim/witness and the integrity of the case.
Open cases from VOCP (Victim of Crime Program) and U-VISA (U Nonimmigrant Status) applications, sets up the case file, requests information, scans all paperwork into the case management software program, and provides case management through case closure.
Provide litigation support to the District Attorney or the Deputy District Attorneys including, witness location, attend witness interviews with attorneys for case preparation or follow-up on supplemental requests for investigation that have already been requested by caseworkers (primarily on filed cases), and attend court hearings if necessary.
Participate in multi-disciplinary team meetings as assigned by the District Attorney, including, but not limited to, GBCAC.
Undertake special projects as required by the District Attorney.
Generate a variety of forms or reports, including but not limited to, immigration, subpoenas or search warrants, general and legal correspondence and assist victims with the state VOCP and Elko County Victims’ Assistance paperwork.
Editing/downloading media (audio/video and phones).
Assist attorneys and caseworkers as necessary such as locating difficult-to-find or uncooperative people.
Attend meetings, conferences, and training as requested which may include travel.
Participate in job-related community outreach programs and events.
Log documents, conversations, and other activities to maintain accurate case histories and calendared records.
Maintain knowledge of local, state, and federal programs, resources, and services available to victims and their families.
Track and be familiar with current factual and legal trends in Domestic Violence and Sexual Assault prosecutions and ensure the attorneys involved in such prosecutions are informed.
Case validation, including, but not limited to locating witnesses, verifying existence of evidence, and/or verifying a victim’s desire to proceed with prosecution, if applicable, and communication with the assigned attorney and caseworker regarding the validation or other case information.
Represent the department with dignity, integrity, and a spirit of cooperation.

Education and Experience

High School Diploma or Equivalent
Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities
Prior victim advocacy experience preferred
Must maintain a Nevada drivers license

Knowledge, Skills, and Abilities

High level of understanding of legal documents, legal terminology, and court procedures.
Working knowledge of modern office practices, procedures, and regulations.
Familiarity with all aspects of the case management system and processing of criminal cases.

Nevada Revised Statutes, regulations, and laws pertaining to victims/witnesses.
Practices and procedures of filing legal documents in accordance with Nevada Revised Statutes.
Terms and acronyms commonly used in assigned function.
Computer software specific to the department.
Structure and function of the criminal justice system.
Community organizations and utilization of public and private community resources.
System Advocacy versus Community Advocacy and the applicable confidentiality rules.
Skills

Physical Demands and Working Environment

An employee in this position must meet the following physical requirements upon application:

Work is performed in an office, cubicle, or courtroom setting.
Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is frequently required to talk or hear, sit, use hands to finger, handle, feel or operate objects or controls, and reach with hands and arms. The employee is occasionally required to stand or walk.
The employee must occasionally lift and move up to 40 pounds.
Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
The noise level in the work environment is usually moderate. Frequent interruptions to planned work activities should be expected.
Environment is generally clean with limited exposure to conditions such as dust and fumes.
Work is performed in a potentially violent, traumatic, highly charged emotional environment. The employee will be exposed to angry, abusive, and upset individuals.
Tools and equipment used include personal computer, case management software, printer, scanner, telephone, copy machine, fax machine, postage machine, CD/DVD digital extraction, and redaction software and other associated office equipment.
Incumbent will occasionally be asked to travel in a passenger vehicle.
