The Office of the State Public Defender (OSPD) is accepting applications for a Staff Services Manager I (Supervising Caseworker). Whether you’re an experienced paralegal looking to enter a managerial role or a seasoned manager looking to work in public defense, OSPD has the resources, tools, and strategies to aid you in the next steps of your career.

Caseworkers at OSPD work collaboratively with a team of attorneys and other Caseworkers to provide paralegal support in capital appeals and other matters in the California Supreme Court, the District Courts of Appeal, the Superior Courts of California, and the Supreme Court of the United States. As the Supervising Caseworker, you will be working supervisor, applying your skills as a paralegal in capital appeals and other matters, and sharing your knowledge and experience by providing the Caseworker Unit with expertise, oversight, and training. You will also collaborate with the Managing Caseworker on general program and policy formulation, assignments, and personnel matters, and you will advocate for the Caseworker Unit in a managerial setting.

Ideal candidates for this position will have experience

providing paralegal support in appellate proceedings,
training, coaching, and mentoring teammates; and
advocating for organizational improvement.

Working Conditions

OSDP has two regional offices located in Oakland and Sacramento.
The Oakland office is located downtown in a modern high-rise building near the 12th Street BART station, not to mention a variety of delicious restaurants.
The Sacramento office is located downtown in a modern high-rise building near SacRT Light Rail stations, Downtown Commons, and plenty of shopping.

OSPD permits full-time telework in accordance with government code 14200 for eligible applicants residing in California. Business travel reimbursements consider an employee’s designated Headquarters Location and primary residence. The policy may be subject to change by the California Department of Human Resources (CalHR). All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Due to the nature of the position, the Supervising Caseworker is sometimes required to work nights, weekends, and other non-traditional schedules. Absent unusual circumstances, certain duties must be performed in person, such as training, supervision, and visiting detention facilities. The position requires traveling to clients, conferences, meetings, and training events up to 10% of the time and includes occasional overnight travel, up to a week. Travel is primarily by automobile but also includes occasional train, airplane, or public transportation.

The OSPD is legislatively mandated to focus its resources on postconviction appellate representation in death penalty cases and improving indigent defense in California by providing assistance and training to local public defender systems.

Desirable Qualifications

Significant experience as a paralegal in the most complex appellate cases.
Knowledge of procedures for citation checking, including proper case formatting according to both the California Style Manual and the Bluebook Style Guide.
Proficient ability to use legal software, including Best Authority, Adobe, Accurint, Westlaw, SharePoint, Microsoft Office, and Microsoft Outlook.
