The Tenth Judicial District is seeking qualified applicants for a full-time Administrative Services Supervisor (Classified as a Staff Generalist II) to join the Washington County Court Administration team in Stillwater, MN. This position will assign, direct, supervise, and coordinate the work of financial, administrative, and court records staff to provide advanced technical, administrative, and supervisory assistance in the overall administrative, court records, and financial functions of the court.
The ideal candidate will have excellent communication and organizational skills, attention to detail and follow-through, an innovative thought process, and the ability to understand and adhere to basic financial management concepts. Candidates must possess sound, independent judgment, the ability to make data-driven strategic decisions, and interface with diverse populations, including staff, judges, public stakeholders, and vendors in a fast-paced environment.
WHAT YOU WILL DO:
Oversee administrative functions including but not limited to, facility management, asset inventory, purchasing, accounts payable and receivable, county budget reporting, equipment maintenance, website management, safety, audit preparation and compliance, and the management and disposition of court records.
Supervise, develop, and provide direction and coaching to 4 administrative staff. Coordinate the administrative onboarding tasks of new hires to ensure a consistent and efficient onboarding experience and process for new hires.
Act as the Court liaison for facility-related issues with the county; report and monitor work orders and facilities issues.
Research and recommend equipment, furniture, and supply purchases; assist with encumbering funds; ensure adequate supply stock is maintained.
Supervise the central record center; coordinate onsite and offsite storage and back scanning of all case types.
Coordinate courtroom technology issues, including equipment malfunctions, technology purchases, and special projects.
Lead, manage, organize, and meet deadlines of projects as assigned.
Communicate effectively with parties, court staff, judges and judge teams, justice partners, attorneys, and other stakeholders.
Manages court records, ensuring completeness and accuracy of records leaving the court jurisdiction pursuant to change of venue, appeal, and certification requirements; works with electronic records to locate, retrieve, or destroy court records pursuant to the Minnesota Judicial Branch’s Record Retention Schedule.
Attends and participates in division/team meetings and trainings; maintains knowledge of court policies, process, and procedures.
Assist with monthly budget preparation and monitoring; reconcile local court expenses and invoice preparation; develop end-of year county budget reporting.
Coordinate all facets of printing of court related material.
Directs workflow to ensure equitable distribution and that priority work is handled promptly and deadlines are met; as well as delegating projects and assignments to staff as appropriate.
Develop new procedures and instruct staff on how to write new procedures.
Develop training plans and train staff on new processes.
Hold effective meetings.
Interprets and applies statutes, rules and orders in response to procedural questions from attorneys, subordinates and the general public.
Maintains employee records and time sheets; actively involved in all aspects of personnel and performance management including hiring, on-boarding, coaching and discipline.
Independently perform the full scope of varied clerical court work relating to case processing on the Minnesota Court Information System (MNCIS), Microsoft Office, electronic File and Serve, Task Manager, SharePoint and other related computer systems.
Enhance public service by responding to complex customer inquiries in person and on the phone.
Perform other duties as assigned.
QUALIFICATIONS:

Graduation from high school, or equivalent.
3-5 years’ experience as a Court Operations Associate, Leadworker II or similar position.
Preferred Qualifications
Possession of a bachelor’s degree from an accredited college or university in education, information technology, court administration, public or business administration, behavioral science, or a closely related field.
At least 2-3 years of leadership experience.
Proficiency in troubleshooting technical issues, administering financial processes, and overseeing training and development.

Considerable knowledge of principles, methods, and techniques of budget and expenditure control.
Ability to analyze, assemble, and compile complex information for reports, special studies, or surveys.
Ability to recognize, investigate, and analyze a variety of administrative problems and to recommend effective solutions.
Ability to analyze documents for content and security, interpret and apply statutes and court rules, thorough understanding of court records and records retention.
Ability to exercise judgment and discretion in applying and interpreting administrative policies, procedures, guidelines, and regulations.
Ability to assign, supervise, and evaluate the work of subordinates.
Ability to express ideas effectively both orally and in writing; ability to follow oral and written instructions.
Knowledge of electronic filing practices and efficiencies; and/or ability to adapt to the electronic filing and develop efficiencies in a collaborative team environment.
Ability to create effective procedures and conduct meaningful training.
Thorough working knowledge and demonstrated ability to create a variety of documents using Microsoft Office software, such as Excel spreadsheets with formulas, and a good understanding of computer operations.
Ability to work in a fast-paced, high-volume environment, along with the ability to work under pressure and prioritize while effectively managing competing demands in order to meet all deadlines.
Ability to adapt to a constantly changing environment, along with the ability to lead and motivate staff through these changes.
Excellent attendance, punctuality, reliability, and dependability.
Ability to establish and maintain effective working relationships with others, including judges, attorneys, justice partners, and the public.
SUPPLEMENTAL INFORMATION:
This position is located in the Washington County Government Center at 14949 62nd St N, Stillwater, MN 55082.
This position is primarily on-site, but may offer the flexibility to work a hybrid schedule depending on the needs of the role and team.
The expected hiring range for internal hires for this position is $34.06 to $43.39/hour, based on qualifications, with a full future earning potential of $43.40- $52.72/hour.
This position is exempt under the Fair Labor Standards Act.
Core business hours are Monday-Friday, 8:00am-4:30pm. Initial days off: Saturday, Sunday, and Court Designated Holidays.
