General Summary
Under the general direction of the Family Division, Attorney Referee/Division Director and under the direct supervision of the Juvenile Register, prepares reimbursement orders for costs incurred by the Courts on behalf of individuals or their children. Initiates collection efforts in the Juvenile Court. Reviews financial statements and recommends payments, enters fee reimbursements, issues invoices for payments, monitors reimbursement efforts and initiates enforcement actions for delinquent payors. Meets with individuals to discuss accounts and negotiate payment arrangements. Initiates court proceedings on delinquent cases through show cause hearings or bench warrant arraignments
Starting pay is dependent on an applicant’s relevant experience.

Essential Functions
Meets with parents of youth involved with the court and respondent parties/petitioners of neglect/abuse cases to determine ability to pay for costs incurred on behalf of their child. Collects financial information and may adjust daily cost of care based on financial information. Negotiates payment plans and wage assignments.
Makes recommendations to the Court for payment plans. Prepares reimbursement orders after court hearings as necessary or upon a change of employment, or financial status. Submits orders for approval and processes and distributes signed orders.
Reviews reports of non-payment and initiates collection efforts on delinquent accounts. Processes monthly invoices, establishes payment plans or initiates show cause proceedings for delinquent payors.
Meets with parties to resolve delinquent accounts prior to show cause proceedings. Testifies at show cause hearings regarding payment history, financial information and recommendations.
Reviews payment history on files recently closed and determines actions on unpaid balances. May monitor ongoing payments, sending collection letters and scheduling meetings to resolve outstanding costs.
Collects balances due on accounts. Reviews daily cost of care amounts and investigates accounts for fee waivers, case closures or deceased parties.
Prepares reimbursement orders for remittance of payments on behalf of youth in out-of-home placement. Submits orders to the court for approval.
Processes and maintains Juvenile Court bench warrants. Prepares warrants for review by the Court. Negotiates with parties to establish payments to recall warrants.
Maintains restitution records and releases funds for victim payments. Balances restitution accounts between defendants, parents and co-defendants. Monitors payments and acts on delinquent accounts.
Enters all court ordered fees into the financial records for each responsible party, verifying accuracy of entries and balances fees with financial reports.
Posts payments received by mail, online or in person. Issues receipts and updates accounts with payment information. Responsible for balancing payments and preparing transmittals to the County Treasurer’s Office.
Responsible for the compliance of collection standards required by the State Court Administrative Office.
Other Functions
May assist with additional office responsibilities as assigned by the Juvenile Register, including general office functions, or functions specific to the Juvenile or Deputy Registers to assist the department or the public.
Minimum Qualifications
Education: Must be a high school graduate or equivalent. Prefer advanced coursework in accounting and data processing.
Experience: Two years of bookkeeping or accounting related experience including the utilization of automated accounting systems.
Other Requirements: Must be a proficient typist.
