Description of Work

RECRUITMENT RANGE: $49,158 – $90,413

This position is funded in part through federal funds.

The primary purpose of this position is to participate in the design, coordination, and implementation of projects related to the functions of the Quality Management Section, including:
Responsible for leading and participating in data analysis projects, including development of new and complex SAS and SQL code, editing existing code to improve query performance and/or reflect service or project changes, designing and automating data reports and measures to evaluate the quality and needs of the system, performing statistical analysis of service claims and other data to guide management planning, and the provision of technical assistance to state and local staff in the analysis and use of data for system management, oversight and improvement.
The position participates in the analysis of data using SAS analytical tools and programming expertise for reporting of trends, patterns and correlation of various forms of information collected. This analysis will assist in the development of measurable performance indicators, outcomes, and solutions to potential problems.
The employee is able to work independently and as a member of project teams. The employee serves as a resource for staff in the development, collection, analysis and presentation of data and information to guide policy decisions and system oversight.
Champions principles of quality management to DMHDDSUS staff, Local Management Entities- Managed Care Organizations/Tailored Plans, and other external agencies or contractors in the development and implementation of data collection, extraction and analysis for various programs and projects.
Involvement in developing, gathering and interpreting various forms of internal/external data for DMH/DD/SUS to assist management in the planning, implementation and operation of DHHS Strategic Planning and the federal SAMHSA block grants.
Participates in the compilation and reporting of data, using analytical tools and programming expertise for reporting of trends and patterns of various forms of information collected. This analysis will assist in the development of measurable performance indicators, outcomes and solutions to potential problems.
Provision of consultation, training, and technical assistance to state and local staff in the philosophy and practice of quality improvement and the quality management initiatives of the Division.
Production of statistical reports for various audiences.
Communication of significant short-term and long-term findings and recommendations to improve quality.

This position requires knowledge of health data. Must have experience with data collection, management and analyses using SAS, Microsoft products, and potentially other analytical software programs.
This position requires experience in techniques to gather and use information to monitor, evaluate, and improve program performance in the area of human services and/or public policy.
The person must possess excellent project management skills, including planning, time management, coordination, and organization of work. Strong interpersonal and communication skills are needed, with the ability to collaborate with diverse people as both a leader and a member of project teams.

Minimum Education and Experience Requirements

Master’s degree in the area of assignment from an appropriately accredited institution and three years of experience in a closely related program; or Bachelor’s degree in the area of assignment field from an appropriately accredited institution and five years of experience in a closely related program; or an equivalent combination of education and experience.
