A. EDUCATION/TRAINING
Bachelor’s Degree in a human services or criminal justice field required.
Valid Driver’s License required.
B. WORK EXPERIENCE
A minimum of two years of case management experience working with a criminal justice population or a substance use/mental health population is required. Preference for substance use training and specialization, familiarity with substance use screening tools, and prior experience with treatment and diversionary programs or courts in the criminal justice system. Any equivalent combination of training and/or experience, which provides the required knowledge, skills and abilities, may be substituted year for year.

Position Description Non-Exempt
OVERALL OBJECTIVES OF JOB
Under limited supervision, administers the Treatment Court Program; provides case management services to program participants; conducts a variety of community outreach functions; manages the Treatment Court’s administrative operations; meets regularly with Treatment Court clients to monitor treatment compliance, and performs case coordination responsibilities.
ESSENTIAL FUNCTIONS OF JOB
Screen and assess individuals referred to Good Wolf Treatment Court (GWTC) for eligibility.
Facilitate staffing and attend GWTC court sessions, as well as other criminal court sessions where referrals may be made.
Prepare dockets, materials and reports for court and for the team.
Remain updated on best practices for drug treatment courts and seek new innovations for greater participation as well as provide information and educational opportunities in the area of substance use treatment for the team.
Report noncompliance issues to team and plan for graduation ceremonies.
Establish relationships with clients and Provide case management services to a maximum of (60) GWTC participants.
Create case plans and make appropriate referrals to treatment and other services. Provide comprehensive case management services to Program participants including service hours based upon participant Phase Level identify and provide referrals to clients; coordinate the delivery of interagency services.
Communicate with treatment providers and the team on a regular basis to share client information and progress. Maintain computer records, data and reports for individual clients via PAJCIS; including overall program information, ensuring adherence to confidentiality requirements.
Advocate and support client recovery and rehabilitation needs, including coordinating other ancillary treatment services such as housing, entitlements, education, transportation, daycare and job training.
Coordinate the development and maintenance of program standards, operating procedures, and rules.
Liaison with other departments regarding financial component of GWTC to ensure compliance with applicable grant/contract funding and reporting requirements.
Create and maintain the Program’s data collection system; compile statistical data.
Document the progress of participants in the Program and completion of Program requirements; analyze results to Program goals and objectives. Monitor for Program compliance in conjunction with the Probation Officer.
Research and implementation of current local, regional, and national trends pertaining to Drug Court operations.
Prepare and maintain program records, reports, and documentation.
OTHER DUTIES OF JOB
Attend meetings, trainings, seminars, conferences, GWTC team building activities/pro-social events (some of which may require occasional overnight) as required.
Answer office phone and perform office administrative work as needed.
Perform other job-related duties as required.
SUPERVISION RECEIVED
Receives occasional instruction and supervision from GWTC Supervising Judge and Court Administrator in regard to daily work duties.

WORKING CONDITIONS
Works indoors in adequate work space with lighting, but with fluctuations in temperature and ventilation.
Works indoors with average exposure to noise, but subject to frequent disruptions and stress.
Normal indoor exposure to dirt/dust.
Potential exposure to blood borne pathogens or communicable diseases.
Works in conditions of potential outburst of disgruntled county consumers.
Travels when needed to perform functions of job.
PHYSICAL/MENTAL REQUIREMENTS
Must be able to speak and understand the English language in an understandable manner to carry out essentials of the job.
Must possess ability to record, convey and present information, explain procedures and follow instructions.
Must be able to sit, stand and walk for long periods of time throughout the workday, with intermittent periods of bending, stooping, reaching and grasping as necessary to carry out essential job duties.
Must be able to perform light work, with occasional lifting/carrying of objects with a maximum weight of up to twenty pounds.
Must be able to see near-visual activity with color perception in order to view computer screen and decipher fine print.
Must be able to pay close attention to details and concentrate on work.
May occasionally need to interact with individuals who carry active communicable diseases.
Must be able to cope with the physical and mental stress of the position.
QUALIFICATIONS

Must possess knowledge of corrections and treatment strategies.
Must possess ability to respond to emergency situations.
Must possess ability to establish and follow policies and procedures.
Must possess ability to maintain offender assessments, records and reports as needed.
Must have documentation showing informal or continuing education as appropriate to maintain knowledge and skills.
Must possess knowledge of MS Word, Excel, PowerPoint and other software for maintaining and tracking data, generating reports and preparing presentations.
Must possess experience with and knowledge of substance use and mental health assessment and service provision, including interview techniques, current screening tools, diagnostic methodology, and record collection and treatment referrals.
Must possess knowledge of the principles and practices of case management and maintaining computerized files and reports.
Must possess an understanding of the criminal justice system, court procedure and sentencing guidelines.
