Essential Job Functions:

This is an entry level clerical position performing case processing duties for Civil, Juvenile and Foreclosure cases. Initiate new cases, maintain all existing cases, and process pleadings filed electronically or received by mail, enter judgments, dispositions, and close cases. Maintain a log of all pending motions/requests and process orders signed by the judge. Maintain confidentiality for all confidential case types. Issue writs, summons, subpoenas, warrants, etc. Scan case files into electronic system. Prepare and submit Appeals. Provide customer service to the public and attorneys at the counter and by telephone with information about case status or about Clerk?s office procedures. Communicate effectively with the public, attorneys, judges or magistrate, government agencies and all court staff. Provide all billing discrepancies to attention of supervisor. Receive, enter, and account for all monies received by the court for fines, court costs and other fees, utilizing cash register.

Initiate and process new foreclosure, civil and juvenile cases by indexing, assigning case numbers, issuing summons, and establishing electronic case record.

Maintain civil, foreclosure and juvenile case records by opening/reviewing/accepting documents, docketing, processing orders, entering dispositions, and closing cases.

Issue various writs, summonses, body attachments, etc. as ordered.

Communicate with the public and other offices and agencies regarding cases, by phone, in writing and in person.

Research, review, and analyze changes in the MD Rules of Procedures, MD Codes, court policies, and the decisions which affect the office.

Assess court costs and request financial group to be processed by the supervisor for preparation to attorneys and/or parties of a case.

Receive, enter, and account for all monies received by the court for fines, court costs and other fees, utilizing cash register.

Minimum Qualifications:

Education: High school diploma (or GED equivalent).

Experience: One (1) year of work experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal or financial services.

Note:

A Bachelor?s Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience.

Knowledge:

General office practices, procedures, and equipment.

Standard legal forms and documents used in the Judiciary.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Skill in:

Customer service and handling problems tactfully and patiently.

Typing on a personal computer.

Accuracy and attention to detail.

Ability to:

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, cash register, scanner, fax machine, etc.

Use and maintain numerical filing system to locates files, until all cases are completely scanned.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.

Understand and abide by departmental rules, regulations, and procedures.

Exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys.

Follow procedures, verbal and written instructions, and protocols for any given assignment.

Use proper grammar, punctuation, and spelling.

Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.

Set priorities and recognize and handle situations requiring immediate action.

Read comments and notations and record essential information and initiate appropriate course of action.

Receive, open, sort, and distribute mail to the appropriate section of the court.

Maintain composure in stressful situations.

Prioritize workload and work with time constraints.

Utilize cash register and follow protocol on handling checks and cashiering process.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Equipment, Machinery and Tools:

Computer terminal/pc printer and scanner for data entry, access files, access information, print paperwork for court, etc., scan documents/paper files, etc.

Telephone to answer questions, obtain for court.

Copier to make copies for court files.

Typewriter to type and prepare manual with upkeep of the current law/codes.

Fax machine and mail machine.

Cash register to process payments.

Software and Computer Skills:

MDEC File & Serve and Odyssey for docketing and maintaining of civil, foreclosure and juvenile cases.

Microsoft Word, Microsoft Excel, Lotus Notes, PaperVision, keyboarding, basic understanding of personal computers and their operation and components.
