The expected ENTRY pay range for this position, based on experience and equity within the Judicial Branch is $73,500.00 to $84,750.00.

This position is exempt under the FLSA.

About the Position
This Special Projects Manager is responsible for the planning, development, management and implementation of complex special projects for the department in areas such as administration, policy and procedure, process improvement and/or operations. This position will support the department’s Continuous Improvement (CI) Program. These projects will be used by the department’s executive leaders, department managers, and APD staff to guide the department in reaching its overall mission, vision, and values.
Standard Judicial Branch business hours are Monday through Friday from 8:00 am to 5:00 pm. The position is on-site and in-person but may be eligible for a hybrid teleworking schedule following six months of employment within the role (dependent on the needs of the Judicial Branch).

Position Qualifications

Education:
Bachelor’s degree in business administration, public administration or related field
Experience:
Four (4) years of related professional administrative experience managing complex projects that include research and analysis
OR
Combined education and experience qualifications:
An equivalent combination of education and experience may be substituted for the minimum requirements on a year for year-basis.
Other Requirements:
Must possess or have the ability to obtain by the time of hire, a valid Arizona driver’s license.
Our Preferred Candidate has:
Six Sigma/Continuous Improvement certification.
Experience managing complex projects for a public agency to include departmental policies and procedures.
Familiarity with court processes and structure.
Knowledge, skills, and abilities:
Knowledge of:
Methods of performing complex, administrative, organizational and procedural analysis.
Principles of public administration, organization and management.
Process improvement methodologies and approaches.
Application of theories and principles of performance measurement, statistical analysis, and other quantitative/qualitative research methods.
Skill in:
The use of standard office equipment, computer applications including spreadsheets, database and/or word processing software such as MS365 suite.
Managing projects simultaneously while maintaining a satisfactory work product.

Essential Job Tasks

Direct the oversight of projects from initiation to completion.
Researches and gathers required data to evaluate objectives, goals and scope of projects and specifications.
Coordinates and manages assignments and projects including the planning and operations phases that may include design, development, testing, implementation, production and normal operations.
Plans, coordinates and oversees the development and progress of complex projects.
Estimates time frames, quality, identifies resources and quantify of resources required to successfully implement assignments, projects and activities.
Maintains and monitors project plans, project schedules, work hours, budgets and expenditures.
Organizes, attends and participates in stakeholder meetings.
Documents and follows up on important actions.
Prepares necessary presentation materials for meetings.
Ensures projects progress on schedule and addresses any delays resolving problems in a timely manner.
Determines project changes.
Assess project risks and issues and provide solutions where applicable.
Decision making by considering the relative costs and benefits of potential actions and choosing the most appropriate one.
Material resources management through obtaining and identifying the appropriate use of equipment, facilities and materials needed to complete specific tasks.
Research/analyze disparate information, make accurate inferences, and apply results to programs/procedures.
Working conditions:
Generally, this position performs work in office conditions, but occasional field work and traveling to other County and/or APD locations on special projects will be necessary and requires the ability to drive. While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Occasionally, the employee may be required to move or lift objects weighing up to 20 pounds. Must be able to manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making and interaction with government officials and the public. Must maintain concentration, accuracy, ethical behavior and a professional demeanor.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system’s requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
