The National Center for Professional Education Quality Assurance Foundation (ANQA) is the national quality assurance agency of Armenia, responsible for promoting and safeguarding the quality of higher and vocational education. Established in 2008, ANQA develops and implements external quality assurance processes, supports the enhancement of institutional quality culture, and contributes to national education policy development.

ANQA is a full member of the European Association for Quality Assurance in Higher Education (ENQA) and is registered on the European Quality Assurance Register for Higher Education (EQAR). Through national and international projects, expert training, accreditation, research, and policy development, ANQA works closely with higher education institutions, vocational education providers, governmental bodies, and international partners to strengthen the quality and international recognition of Armenian education. The Lawyer at ANQA will provide legal advice and support across the Foundation’s activities, ensuring compliance with Armenian legislation, internal regulations, and applicable international standards. The role involves drafting, reviewing, and negotiating contracts, agreements, policies, and legal documents, providing legal opinions on accreditation and quality assurance matters, and supporting the development and implementation of internal regulations and governance documents.

The Lawyer will represent ANQA in legal proceedings and interactions with public authorities when required, monitor legislative developments relevant to education and non-profit foundations, manage legal documentation, and advise management on legal risks and compliance issues. The position also includes supporting international cooperation projects from a legal perspective and providing legal guidance to staff on regulatory matters.

This is a full-time, on-site position based in Yerevan, Armenia.

Qualifications

  • Degree in Law (Master’s degree preferred).
  • Minimum of 3 years of professional legal experience.
  • Strong knowledge of Armenian civil, administrative, labor, education, and non-profit foundation legislation.
  • Experience in drafting, reviewing, and negotiating contracts and legal documents.
  • Experience in legal compliance, regulatory analysis, and risk management.
  • Excellent legal research, analytical, and problem-solving skills.
  • Strong written and verbal communication skills in Armenian.
  • Good command of English, both written and spoken.
  • Ability to work independently while collaborating effectively with multidisciplinary teams.
  • High level of integrity, professionalism, and attention to detail.
