The Department of Health is the lead public health agency in the state of New Mexico. The Department of Health’s Office of General Counsel is the agency’s in-house law office, responsible for advising management and staff.
Why does the job exist?

This position will perform clerical and administrative duties concerning public records management and retention within the agency, and will provide assistance to the Chief Records Custodian in the performance of that work. The position will work with staff throughout the agency to ensure that records are appropriately retained or destroyed in accordance with applicable state regulations. The position will assist in the Department¿s responses to Inspection of Public Records Act (IPRA) requests, including gathering responsive materials, redacting materials as necessary, and issuing responses on behalf of the agency. The position will assist the Department¿s Chief Privacy Officer in their work, and will broadly assist the Office of General Counsel attorneys in duties related to their work, which may include (but not be limited to) managing filings in courts of law and administrative proceedings; assisting in the appointment of hearing officers and scheduling of hearings; monitoring and tracking case activities and hearings; conducting legal research and drafting legal memoranda and pleadings; preparing exhibits; aiding in the drafting and promulgation of rules and policies; and engaging in other paralegal activities as assigned by the position¿s supervisor and the General Counsel.
How does it get done?

A paralegal often acts as a legal administrative assistant, and works under the direct guidance of attorneys. The paralegal will be involved in records maintenance and retention. The paralegal will also routinely review and assist in responding to Inspection of Public Records Act (IPRA) requests, redacting confidential information from materials before they are released, communicating with Department staff to identify and gather responsive documents, and communicating with members of the public. The paralegal may also draft documents, file motions and pleadings, interview clients, and manages paper and electronic files.

Minimum Qualification

High School diploma or equivalent and two (2) years of work experience drafting and preparing legal correspondence, conducting legal research, and maintaining a case management/tracking system. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements

Must possess and maintain a valid Driver’s License.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Desplay (VDT) and extensive personal computer and telephone usage, and includes contact with adult imates/offenders.
