Basic Purpose
Positions in this job family are responsible for performing, supervising and directing a broad range of highly technical, complex and professional level law enforcement and investigative activities. This includes investigating major crimes, documenting and collecting evidence, maintaining the security of crime scenes, analyzing crime scenes, conducting background investigations, and other related duties.
Major Work Duties
- Conduct complex financial fraud, cybercrime, and multi‑jurisdictional criminal investigations in coordination with law enforcement, financial institutions, and partner agencies.
- Collect, preserve, and analyze physical, electronic, and financial evidence; interview witnesses and suspects; and support criminal prosecutions.
- Plan and execute covert investigations, surveillance operations, raids, and task force operations targeting organized criminal activity and fraud schemes.
- Prepare investigative reports, warrants, subpoenas, and court documents; coordinate with prosecutors; and provide testimony in criminal and grand jury proceedings.
- Develop investigative strategies, training, and partnerships with law enforcement, financial institutions, and industry stakeholders to enhance fraud prevention and investigative effectiveness.
Typical Functions
- Investigate violations of criminal law including major crimes such as murder, rape, robbery, burglary, kidnapping, larceny, fraud, forgery, embezzlement, auto theft, oil field theft, computer crimes, threats against public officials, and any other assigned criminal investigations; conduct background investigations of applicants and gubernatorial or judicial appointees; document all investigative activities.
- Preserve and protect crime scenes; gather and analyze information; interview witnesses; interrogate suspects; make arrests; collect materials, substances, and other physical evidence, including blood stains, hair, fiber, fingerprints; record and photograph scenes; analyze electronic information; arrange for scientific testing and analysis as needed.
- Plan, direct and execute complex covert investigations, raids and surveillance operations; install, operate and monitor highly complex electronic and aerial surveillance equipment; operate computers and computer software to extract, secure and analyze electronic data.
- Prepare detailed investigative prosecutorial reports; consult with prosecutors in filing charges; prepare, obtain and execute court orders for use in criminal investigations, including subpoenas, search warrants, arrest warrants, affidavits; testify in criminal proceedings as a witness and as an expert witness in complex investigations; assist grand juries by serving subpoenas and assembling witnesses.
- Research and develop continuing in‑service training; study professional literature related to new investigative techniques and procedures; study legal materials related to court decisions and state and federal laws; may participate as an instructor in providing law enforcement training for the Council for Law Enforcement Education and Training or for other law enforcement officers or agencies.
- Research and develop technical investigative programs to aid in conducting investigations or other work; research and identify criminal conspiracies by gathering and analyzing information maintained within various computer data systems and networks.
- Command, direct and/or participate in multi‑jurisdictional and/or multi‑agency task force operations through coordination, research, staffing, planning, execution, and evaluation of complex law enforcement operations.
- Coordinate compliance and needs assessment, recommend modification or development of policies or procedures for the delivery of effective services to other law enforcement, governmental entities and the public.
- Oversee the overall operational effectiveness of assigned area of responsibility, monitor and evaluate ongoing assignments and programs, develop statewide strategic operational plans through the analysis and evaluation of current law enforcement operations and advanced criminal investigative tactics and trends.
