Job Description
JOB TITLE: Financial Compliance Officer
LOCATION: Work occurs primarily in the SCSB office with occasional field work
WORK HOURS: Work generally occurs from 8:00 a.m. – 4:30 p.m. Monday through Friday. However, due to the nature of the job responsibilities, work may occasionally be performed at other times.
JOB DESCRIPTION: The Financial Compliance Officer (FCO) is a career-level position for the SCSB, School Performance Division. Primary responsibilities include all aspects of financial oversight of the charter schools and virtual charter schools, as defined in Oklahoma statute and administrative rules.
JOB FUNCTIONS:
Provide school oversight related to all Financial Performance Framework indicators and finance-related indicators in the Organizational Performance Framework, as well as oversight related to financial-related sections of the Charter Contract
Provide effective oversight of financial and finance-related components and programs of the virtual charter schools including but not limited to the following tasks:
Review of annual school audits and related responses
Perform routine compliance audits of the virtual charters schools to ensure financial responsibility (i.e., quarterly financial reports, state financial reporting, fiscal accountability, governing board financial oversight)
Perform special investigations related to the financial oversight of schools
Review Educational Management Organization contracts and related documents and payments
Review vendor contracts and related documents and payments as necessary
Review school infrastructure as it relates to financial management
Make recommendations to improve financial oversight processes
Develop appropriate documents and present financial data and findings to the SCSB and to the school governing boards in a professional and prepared manner
Develop and maintain school financial oversight records and files, as well as documentation of school visits, whether physically on site or virtual
Perform other financial-related duties as may be required
Occasional travel required with 1, 2, or 3 overnight stays possible

QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor’s degree in a related professional field of study
Master’s degree preferred
Five or more years of related experience
Able to independently perform a wide range of academic-related responsibilities
