Position

Title: Mediation Case Manager (MCM) and Mediation Apprentice

ABOUT THE JOB:

The Mediation Case Manager is a critical member of the Community Solutions team. In addition to assisting with general CSCO Case Management, the MCM will play a key role in our collaboration as a service partner of the Deschutes County District Attorney Office’s Emerging Adult Program (EAP) team. The EAP aims to safely and effectively reduce the charging of cases involving young adults (18-25 years old) through a restorative justice initiative — focused on supporting offender accountability, improving victim outcomes and promoting public safety. This position reports to the Executive Director. Strong scheduling and data entry skills are a must, however the appropriate candidate will also receive mentoring and training in the field of mediation.

The MCM position supports two major but related functions for CSCO:

Function 1. General casework responsibilities:

The MCM assists in four aspects of casework requiring our organization’s mediation services.

(a) Initiation of a response to communications with/from potential clients seeking our mediation services.

(b) Determination of whether potential cases are appropriate for full development and the provision of follow-up mediation services.

(c) Coordination with all parties involved on required scheduling, payment, and post mediation services, as required. Also responsible for scheduling mediators for sessions at court and for private mediations.

(d) Record surveys, produce service reports, and assess the outcomes of our mediation services.

Specifications: The MCM must have or be willing to obtain the following knowledge, skills, and abilities:

(1) Knowledge of mediation-related case management functions, and Oregon State law as it relates to confidentiality and mediation.

(2) Skills in time management, customer service, personal computing, use of information technology and inter office phone networks, and online research and email.

(3) Ability to articulate the benefits of mediation, the function of community dispute resolution centers, and show excellence in building a professional rapport with others.

Language: The MCM must speak, read and write competently in English. Similar language proficiency in Spanish is highly desired, although not required for the position.

Education: Education in alternative dispute resolution, business, communications, psychology, or law are highly desired but not required for this position. Applicant must complete our Basic Mediation Training course within 12 months of hiring.

Function 2. Support for the Restorative Justice EAP Program

Goals:

Encourage and support successful restorative justice outcomes.
Support program implementation and community engagement.
Improve victim (harmed party) and offender (responsible party) outcomes.
Reduce young adult cases entering the traditional criminal justice system.

To achieve these goals, the MCM will work in partnership with the CSCO Executive Director, and the DA’s Office EAP team, which includes a dedicated Deputy District Attorney and Victim Advocate, as well as an Investigator and the Management Analyst. The full EAP team also includes Thrive Central Oregon’s case manager, other local agencies, and a team of community volunteers.

MCM Responsibilities for Restorative Justice EAP (secondary role):

· Coordinates, schedules and administers program planning meetings and RJ circles.

· Collects and reviews case information, prepares and edits confidential and sensitive legal documents, and maintains confidential document logs and databases, identifies discrepancies and deficiencies and updates files and databases. Collects billing information regarding payments to Facilitators and provides to treasurer quarterly for payment.

· Attends EAP planning and case meetings at the DA’s office, and RJ partner meetings.

Requirements for Employment:

· Criminal background check

· Valid Oregon driver’s license

· Drug test may be required

Status:

This is an hourly, Full Time position, until past the probation period of 2 months when it will be transitioned to Salaried, Exempt position.

Salary $22-$28 per hour depending on experience.
