Summary

Conducts procurement and subcontracting activities to obtain supplies, services, equipment, and materials needed for the execution of projects. Provides support, as needed, to the Contracts & Procurement department. Ensures adherence to company standard operating procedures, federal guidelines, and applicable regulations.

The salary range for this position is $83,274-$102,427/year.

Essential Duties and Responsibilities

Plan, prepare, and analyze procurement activities, including purchase requests and statements of work.
Review reps and certs for proposals, negotiate terms, and prepare single-source and award justifications.
Prepare subcontract consent packages for cost-reimbursable work in accordance with the FAR.
Monitor and advise on threshold requirements for consent.
Draft and negotiate contractual documents such as non-disclosure agreements, subcontracts, task orders, change orders, and closeout records.
Conduct regular procurement meetings with Project Managers alongside the Contracts Manager.
Collaborate with Contracts Manager and Project Managers to prepare consent packages for CPFF projects.
Develop award recommendations and negotiate subcontract agreements.
Prepare, negotiate, and administer full lifecycle management of Subcontract Agreements.
Maintain and document procurement files in compliance with procurement policies through closeout.
Conduct thorough determinations of responsibility and prequalification of potential subcontractors/vendors.
Provide regular status updates on ongoing subcontract execution during meetings with the Contracts Manager.
Support the Contracts & Procurement department and senior management with special administrative or project-related assignments.
Assist in contract administration across the full subcontract process, from initiation to completion.
Implement procurement strategies while ensuring compliance with department and company policies and procedures.
Willingness to work occasional overtime.

Minimum Qualifications

Associate degree in Business Administration, Accounting, or a related field
Experience may be substituted on a 1:1 basis for education
Five (5) or more years of experience with subcontract administration, compliance, procurement, or related field
Two (2) years of which are in government contracting
Experience working with FFP, CPFF, IDIQ, and T&M contracts
Experience with Commercial contracts and contract negotiation
Knowledge of Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFARS), and Federal Aviation Administration Regulations (FAA AMS)
Knowledge of Service Contract Act and Davis Bacon Act
Proficient with Microsoft Office, including SharePoint, Outlook, Excel, and Word
Experience with computerized accounting software, preferably Deltek/Costpoint

Preferred Qualifications

Bachelor’s degree or Paralegal Certificate
Experience in the construction, environmental, or engineering industries
Experience and knowledge of Alaska Native cultures

Physical Demands
