Job Summary
Minnesota Housing is hiring! We’re a mission-focused financial institution looking for an innovative Senior Associate General Counsel to provide Minnesota Housing with legal advice and guidance. This position will primarily focus on supporting Minnesota Housing’s Housing Stability and Multifamily divisions. The Housing Stability division focuses on preventing and ending homelessness and works to ensure all Minnesotans are in stable housing of their choice. The Multifamily division furthers affordable housing in Minnesota by providing loan and grant funding to a variety of housing development and capital program funding options for rental properties throughout Minnesota.
Essential Job Duties
Provide legal advice to the Housing Stability division regarding compliance with federal and state laws related to funding for supportive housing, supportive services, request for proposals, and contracting.
Provide legal advice regarding Multifamily programs that must comply with federal statutes and regulations, including by identifying issues related to compliance with Agency program and state statutory and regulatory requirements, and the updating and review of loan and financing documentation.
Provide legal advice to regarding Housing Stability and Multifamily grantmaking programs, including compliance with federal and state statutes and rules, compliance with Agency policies, and overall legal sufficiency of proposed actions, including review of relevant documentation.
Provide direct advice to Agency leadership and routinely handle legal issues that are complex, novel and/or require an understanding of how multiple areas of legal practice interact.
Perform other duties as assigned.
Qualifications
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Four (4) years of progressively responsible legal experience. At least 1 year of legal experience in housing stability, supportive housing, affordable housing, real estate, grants, contracts, or other legal areas relevant to the position (please provide an explanation in your cover letter regarding how your experience is related to this position if not in one of the listed topics).
Law degree from an accredited law school.
Member of the Minnesota state bar or, if a member of another state bar, plan to be admitted to the Minnesota state bar within one year of hire.
Excellent legal research, analysis, and writing skills to ensure that the Agency is receiving high-quality legal advice, particularly when there are complicated issues and grey areas in the law that require significant analysis to effectively evaluate risk.
Ability to understand and explain federal and state laws, rules, regulations, policies and programs.
Ability to provide advice and engage in strategic leadership on matters that impact assigned practice areas.
Highly developed oral communications skills, including persuasion, presentation, problem-solving and trust building, and the ability to develop successful working relationships with management, employees and outside organizations and outside counsel.
Demonstrated ability to collaborate with peers leadership and to work within the Agency and among other agencies and organizations to identify issues and resolve problems.
Demonstrated commitment to equity.
Preferred Qualifications
Preference for experience with, or demonstrated interested in, federal programs – such as the HOME Investment Partnerships Program and National Housing Trust Fund (NHTF).
Experience in the area of affordable housing.
Experience developing legal approaches to address inequities
Physical Requirements
Requires moving office items such as file folders and small office tools.
