Duties include, but are not limited to, the following: • Confers with attorneys and senior management on legal issues directly related to property and casualty insurance; • Drafts legal documentation including a high volume of Consent Orders for the Property Market and Excess Lines units;• Independently performs the most complex paralegal work, including legal research in areas where clear precedent may not be found; • Analyzes information gathered with minimal direction from attorneys; and• Maintains a library of consent orders, legal memos, and standardized violation language. Preferred Qualifications: • Strong written, analytical and oral communication skills.

Minimum Qualifications Minimum Qualifications: Open Competitive: Three years of full-time experience as a Paralegal/Legal Assistant which is defined as is someone who applies knowledge of the law and legal procedures in rendering direct assistance to lawyers, clients, and courts; prepares and interprets legal documents and forms; researches, compiles, and uses information from legal materials to provide both written and verbal comments on their findings; and analyzes and handles routine procedural problems independently with minimal attorney oversight. Examples of non-qualifying experience: receptionist, records clerk, bookkeeper, office manager. Substitution: An associate degree (or higher) in paralegal/legal assistant/legal studies program or a certificate in a paralegal/legal assistant program where the degree was granted from a regionally accredited college or university, or one approved by the American Bar Association (ABA) AND one year of experience as a Paralegal/Legal Assistant (see definition in MQs) OR an associate degree in any field where the degree was granted from a regionally accredited college or university, or one approved by the American Bar Association (ABA) AND two years of experience as a Paralegal/Legal Assistant (see definition in MQs) OR graduation from an accredited (ABA approved) law school with a degree required for NYS Bar will be accepted AND two years of full-time experience as a Paralegal/Legal Assistant. Promotional: One year of permanent competitive or 55-b/55-c service as a Legal Assistant 1, Legal Assistant Trainee 2, or Legal Assistant Trainee 1.NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making permanent non-competitive appointments. At a future date (within one year of appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Provisional: There is currently no viable list, as such, this could be a provisional appointment. A provisional appointment is a non-permanent appointment pending examination and permanent appointment to a competitive class position. Candidate must meet the minimum qualifications and will be required to take, pass, and be reachable in the next holding of the examination, if/when given.List Appointment: Candidates must be reachable on the Civil Service eligible list for 38-609010.55 b/c Appointment: Candidates must meet the eligibility requirements of the Governor’s Program to Hire Individuals and Veterans with Disabilities as described in Civil Service Law § 55b/c.
