The HR Employee Relations Officer is responsible for fostering positive employee relations while ensuring the consistent implementation of company policies, procedures, and labor laws. This role manages employee concerns, disciplinary actions, administrative hearings, Notices to Explain (NTEs), performance management, employee regularization, promotions, offboarding processes, and employee engagement initiatives to promote a fair, compliant, and productive work environment.
Key Responsibilities
Employee Relations
- Serve as the primary HR contact for employee concerns, grievances, workplace conflicts, and employee relations issues.
- Conduct fact-finding investigations and recommend appropriate resolutions.
- Provide guidance to employees and managers regarding company policies, Code of Conduct, and labor law compliance.
- Foster positive employee relations and contribute to a healthy and respectful workplace culture.
- Maintain accurate and confidential employee relations records and documentation.
Case Management and Disciplinary Process
- Manage employee disciplinary cases in accordance with company policies and applicable labor laws.
- Prepare, issue, and monitor Notices to Explain (NTEs), written warnings, suspension notices, and other disciplinary documents.
- Coordinate and facilitate administrative hearings and due process proceedings.
- Conduct employee interviews, gather evidence, and prepare case summaries and recommendations.
- Ensure proper documentation, timely resolution, and closure of employee relations cases.
- Partner with department heads and supervisors in implementing corrective and disciplinary actions.
Performance Management
- Administer and coordinate probationary, annual, and periodic performance evaluations.
- Monitor the completion of performance assessment forms and evaluation schedules.
- Consolidate and analyze performance evaluation results.
- Assist managers in implementing Performance Improvement Plans (PIPs) when necessary.
- Maintain complete and accurate performance management records.
Employee Regularization
- Monitor probationary employees and track regularization schedules.
- Coordinate with supervisors and department managers regarding probationary performance evaluations.
- Review and process regularization recommendations and approvals.
- Prepare regularization notices and employee communications.
- Ensure timely completion of all regularization requirements and documentation.
Promotions and Employee Movement
- Coordinate employee promotions, transfers, and internal movements.
- Review promotion recommendations and supporting documents.
- Ensure promotion decisions comply with company policies and performance standards.
- Prepare promotion notices and update employee records in the HRIS.
- Support career development and succession planning initiatives.
Compliance and Reporting
- Ensure compliance with labor laws, company policies, and HR procedures.
- Prepare periodic reports on employee relations cases, disciplinary actions, performance evaluations, regularization, promotions, employee movements, and turnover.
- Assist during labor inspections, audits, and HR compliance reviews.
- Maintain complete, organized, and confidential HR records.
Employee Engagement
- Support employee engagement, recognition, wellness, and retention programs.
- Assist in planning and implementing company events and employee activities.
- Recommend initiatives to improve employee morale, engagement, and workplace culture.
- Participate in employee communication and engagement campaigns.
HR Administration
- Process employee requests for Certificates of Employment (COE).
- Facilitate employee clearance processing during resignation, termination, or transfer.
- Coordinate the issuance, replacement, and retrieval of company identification cards (PVC ID) and ID laces.
- Maintain and update employee records and personnel files.
- Assist in other HR administrative functions as assigned.
Qualifications
Education
- Bachelor’s degree in Human Resources, Psychology, Behavioral Science, Business Administration, Industrial Relations, or a related field.
Experience
- At least 35 years of relevant HR experience, preferably in Employee Relations, Labor Relations, or General HR.
- Proven experience handling employee disciplinary cases, Notices to Explain (NTEs), administrative hearings, employee investigations, and due process.
- Experience managing performance evaluations, employee regularization, promotions, and employee movement.
- Strong understanding of Philippine Labor Laws and statutory due process requirements.
