DESCRIPTION
The Maryland Transit Administration (MTA) is recruiting for a highly skilled and experienced professional to join us as the Chief A&E Contract Administration in our Offices of Architecture and Engineering. This role involves overseeing the daily management of Architecture and Engineering (A&E) contract administration, ensuring consistency and efficiency across all offices. The successful candidate will develop policies and procedures, manage data analysis, and supervise two consultant program technicians and two consultant analysts.
This vacancy is located in Baltimore, MD.
KEY RESPONSIBILITIES
Streamline the work order submission and tracking process, including generating work scopes, internal estimates, reviewing and approving work orders, scope alignment, key performance metrics, invoice tracking, and work order/contract extension and close-out procedures.
Implement and train staff on comprehensive tracking tools for all active A&E contracts, including participating firms, status, key milestones, obligated/available authority, expenditures, and DBE participation.
Create A&E Contract Management Guidelines, SOPs, templates, fillable forms, and other tools to ensure consistency between contracts.
Develop and deliver training for Contract and Work Order Managers, ensuring both new and existing employees are well-versed in procedures.
Oversee consultant Contract and Work Order Administrators in executing assigned contract portfolios.
Produce monthly contract reports, detailing individual firm contract authority, average contract burn rate, DBE compliance, compensation by classification, and other metrics.
Generate monthly invoicing statistics and track the MTA review process.
Report annually on A&E industry trends, including salaries, rates, and escalation.
Facilitate timely receipt of annual overhead audits from A&E firms and ensure payroll rosters are submitted for invoice verification.
Identify contract vehicles for work requests lacking funding authority.
Serve as document control manager for A&E contracts and collaborate with MTA Legal and Procurement to implement contract changes.
Maintain the A&E Scope of Work ProjectWise library.
Advocate for improved programs and policies aligned with MTA’s mission and assist in fostering positive working relationships among departments and employees.
IDEAL CANDIDATE:
Proven experience in strategic outreach and stakeholder engagement.
Proven experience in contract management, particularly within the A&E industry.
Strong understanding of procurement regulations and procedures.
Excellent communication, organizational, and time-management skills.
Ability to develop and implement training programs.
Proficiency in data analysis and reporting.
Familiarity with industry trends and best practices.
Strong leadership and supervisory skills.
Qualifications
PREFERRED QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. Two years of experience working in the Federal Government.

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Licenses & Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
