About the Role
We are seeking an experienced, commercially astute, and forward-thinking Head of Legal, Technology & Telecommunications to lead the legal function for our Technology and Telecommunications businesses in Hong Kong and the broader Asia-Pacific region. The successful candidate will serve as a strategic business partner to senior leadership, providing high-quality legal counsel on complex regulatory, transactional, and operational matters in one of the world’s most dynamic technology and telecom markets. You will manage a team of lawyers while navigating Hong Kong’s regulatory environment, cross-border issues involving Mainland China, and international best practices.
Responsibilities
Strategic Leadership & Business Partnering
- Act as the primary legal advisor to the Technology and Telecommunications business units, supporting executive decision-making on growth strategies, new product launches, partnerships, infrastructure projects, and market expansion.
- Provide proactive, solution-oriented legal guidance on commercial, regulatory, and risk matters.
- Collaborate closely with business leaders, compliance, government affairs, and external stakeholders.
Regulatory & Compliance
- Advise on Hong Kong telecommunications regulations (including OFCA, Communications Authority, spectrum management, and licensing).
- Ensure compliance with key laws such as the Personal Data (Privacy) Ordinance (PDPO), cybersecurity requirements, national security legislation, and cross-border data transfer rules.
- Monitor and advise on evolving regulations across APAC, including competition/antitrust (Hong Kong Competition Ordinance), consumer protection, and sector-specific telecom rules.
- Manage regulatory investigations, inquiries, and licensing requirements.
Transactions & Commercial Matters
- Lead or oversee complex negotiations and documentation for M&A, joint ventures, strategic alliances, technology licensing, infrastructure deals, and network sharing agreements.
- Draft, review, and negotiate high-value commercial contracts, including vendor agreements, customer contracts, cloud/SaaS agreements, data processing agreements, and technology-related contracts.
- Support digital transformation initiatives, 5G/6G deployment, AI and emerging technologies, data centres, and related infrastructure projects.
Risk Management & Governance
- Identify, assess, and mitigate legal risks across operations.
- Develop and implement policies, standards, and training programs (e.g., data privacy, anti-bribery, IP protection, and cybersecurity).
- Manage litigation, disputes, and external counsel relationships efficiently.
- Support corporate governance and board reporting on legal matters.
Team & Stakeholder Management
- Lead, mentor, and develop a high-performing in-house legal team.
- Build strong relationships with global legal colleagues and external law firms across key jurisdictions.
- Promote a culture of legal awareness and ethical business conduct.
Qualifications
- Qualified lawyer in Hong Kong (Solicitor or Barrister) with a strong academic background. Qualification in other common law jurisdictions (e.g., England & Wales, Australia, Singapore) is highly advantageous.
- 15+ years of post-qualification legal experience, with significant focus on technology, telecommunications, or related sectors.
- In-depth knowledge of Hong Kong and international telecom and technology regulatory frameworks.
- Proven experience in a major law firm and/or in-house role at a leading technology or telecom company.
- Strong commercial acumen with the ability to balance legal risks with business objectives.
- Excellent command of English (written and spoken). Fluency in Mandarin/Cantonese is a significant advantage.
- Demonstrated leadership and people management experience.
Preferred Skills
- Experience with cross-border transactions involving Greater China.
- Familiarity with emerging areas such as AI governance, digital platforms infrastructure, data sovereignty, satellite communications, and next-generation networks.
- Prior exposure to listed company governance and securities regulations (HKEX).
