Job Summary
The Contract Manager is responsible for all actions required to oversee the execution, management, and analysis of company contracts assigned from inception to closeout. They ensure the company meets contract legal and compliance requirements, mitigating risks throughout performance. The individual collaborates with department leaders to set budgets, determine timelines, and address contract issues. They are responsible for managing and reporting on their assigned work, which may include preparing and recording contracts, transactions, and correspondence. The individual researches terms and conditions and makes interpretations and recommendations. The Contract Manager submits receiving reports and invoices for payment and files and maintains documentation.
Additionally, the Contract Manager will be an active member of the Government Programs Proposal Management Team. The Contract Manager will be responsible for assisting the Director of Government Contracts and the VP of Government Programs with identifying solicitation requirements to assist in preparing compliant offers.
The position requires knowledge of federal acquisition regulations, agency supplements, and experience navigating the government contracting landscape.
Duties and Responsibilities
Assure contract compliance with all statutes, regulations, and terms and conditions.
Read, interpret, and evaluate terms and conditions, assess risks to the company, identify mitigation actions, and communicate findings to the Director of Government Contracts, leadership, and other team members.
Stay on top of new laws and proposed legislation and interpret the potential impact on current and future contracts.
Review scopes of work and other performance terms and conditions to coordinate with company personnel including sales managers, product managers, program managers, accounting, and senior leadership.
Participate in proposal development activities including preparation of required proposal response, developing final proposal evaluations, preparing contract recommendations, and presenting recommendations to the team and/or customer.
Participate in developing contracting strategies that may lead to negotiating contract terms and conditions with the government and suppliers.
Coordinate and track the timely issue, distribution, and response of documents to the government and suppliers.
Perform contract management post-award activities through evaluating and status of contractors’ productivity, schedule adherence, contract change management, and timely invoicing and payment.
Enters information into the company Customer Relationship Management system, AvSight.
Perform closeout of contracts, finalize outstanding contract issues, issue final modifications and invoices, and coordinate completion of performance evaluations.
Prepare and provide reports to the Director of Government Contracts and leadership team on the status of assigned contracts and projects.
Exercise independent judgment to assess current procedures and recommend new policies and procedures.
Ensure that company standard operating procedures are updated and adhered to.
Develop and conduct federal compliance training with staff, as needed.
Actively seek out other business opportunities.

Required Skills and Abilities
Accredited four (4) year degree in the applicable field of study, i.e., Acquisition and Contract Management, General Business, Business Management / Administration, Supply Chain Management, etc. Having a current Defense Acquisition Workforce Improvement Act (DAWIA) or NCMA CPCM or CFCM certification is a plus.
Five (5) to eight (8) years of work-related experience as shown in a resume, reflecting the technical knowledge necessary to complete the job.
Ability to attend to detail and work in a time-conscious and time-effective manner.
Excellent communication, interpersonal, and writing skills.
Proficiency in SharePoint, Adobe Acrobat, and Microsoft Office Suite.
Ability to manage and report on projects and deadlines.
Ability to travel as needed.
