Position: Fractional Compliance Officer (Part-Time / Consultant)
Position Summary
The Fractional Compliance Officer will be responsible for overseeing the company's compliance program, advising management on regulatory obligations, and ensuring the company maintains effective AML/CFT, KYC, risk management, and governance controls.
This role is ideal for an experienced compliance professional with a strong background in fintech, remittances, payments, banking, or digital financial services.
The position is remote and project-based, with flexible working hours.
The company is a fintech startup focused on financial services and money transfer solutions. At this stage, the company has not yet fully launched its operations, as we are currently in a setup phase where building strong compliance foundations is a top priority.
The reason we are looking to hire a Finance Compliance Officer is to help us design and structure our compliance framework from the ground up. This includes defining internal controls, implementing AML/KYC procedures, and ensuring full alignment with all applicable regulatory requirements before going live.
Given that we are still in an early stage of development, we are specifically looking for an experienced professional who can go beyond operational compliance tasks. We need someone who can provide strategic guidance, advise us on industry best practices, and actively contribute to shaping the overall compliance strategy and framework of the company.
The ideal candidate should be flexible and readily available, as we will require close involvement throughout this setup phase, as well as strong collaboration with both the founding team and the operations team.
In addition, since our team will include both English and French-speaking members, we strongly prefer a bilingual English–French profile to ensure smooth, efficient, and consistent communication across all stakeholders.
Key Responsibilities
- Advise management on regulatory and compliance requirements in the U.S. ,Canada and key African markets.
- Develop and maintain AML/CFT, KYC, and sanctions compliance frameworks.
- Conduct compliance risk assessments and recommend mitigation measures.
- Review and strengthen customer onboarding and due diligence processes.
- Support regulatory engagements and partner due diligence reviews.
- Monitor compliance obligations related to cross-border payments and remittance activities.
- Provide ongoing strategic compliance guidance to management.
Preferred Qualifications
- 5+ years of experience in compliance, AML, risk management, or regulatory affairs.
- Experience in fintech, payments, remittance, banking, or financial services.
- Strong knowledge of AML/CFT, KYC, sanctions screening, and financial crime compliance.
- Experience working with regulators, licensed PSPs, MTOs, or financial institutions.
- Familiarity with U.S. compliance requirements and African financial services markets.
- CAMS, ICA, CRCM, legal background, or equivalent certifications are a plus.
- Experience with cross-border payments, remittance businesses, or fintech startups is highly desirable.
- Fluent in English and French
