Job Title: HSE and DOT Compliance Manager Job Location: San Angelo, TX (frequent travel within Texas) Reports To: Chief Financial Officer/Chief Operating Officer

POSITION SUMMARY: HSE and DOT Compliance Manager will coordinate, lead, implement and support safety programs across the company and will be responsible for ensuring the company complies with all DOT rules and regulations. This position works closely with the operations team and executive management. The position reports to the
Chief Financial Officer/Chief Operating Officer in addition to being supervised by
Operations Managers.

ESSENTIAL DUTIES AND RESPONSIBILITIES – HSE

Plan, implement, manage and maintain comprehensive health, safety, and environmental programs throughout the company
Focus on continuous improvement of overall safety performance by mentoring company personnel in safe work planning and practice
Conduct safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action and conduct follow-up assessments
Serve as primary contact for injury and incident notification, investigation, and case management and maintain all associated logs and records
Maintain all health and safety records and prepare various safety-related reports
Document all safety policies and standard operating procedures
Lead internal weekly health, safety and environmental meetings to communicate important policies and procedures and ensure employee awareness of such policies and procedures
Coordinate and schedule employee training, including utilization of online learning management system for computer-based training as well as in-person training programs
Interface with regulatory agencies, customers and other third parties, as needed, on safety compliance and enforcement issues
Monitor and facilitate closure of all action items resulting from audits, internal reviews, and incident investigations
Travel to job sites (which are typically about 2-5 hours’ drive from San Angelo) at least 2-3 times per week for safety inspections, walk throughs and meetings
Travel to other locations (Dilley, TX and Giddings, TX) for one week every 4-6 weeks for safety inspections, walk throughs and meetings
Perform other duties, as assigned

ESSENTIAL DUTIES AND RESPONSIBILITIES – DOT Compliance

Ensure compliance with all DOT/FMCSA regulations as they apply to fleet operations
Administer fleet management operations policies including vehicle procurement and disposal
Establish and evaluate work procedures, preventive maintenance and repair standards, service schedules, quality control programs, and policies and procedures consistent with federal, state and local laws
Maintain inspections, registrations on all vehicles and equipment.
Ensure DOT files and logs are current and comply with all DOT/FMCSA regulations
Maintain all DOT records and reports required by federal and state CMV regulations
Ensure driver qualification files are complete and updated as required by FMCSA rules and regulations and ensure employment applications for driver positions contain necessary information based upon driver classification
Request and review background investigation reports such as MVRs and CDL licensing information (CDLI)
Manage and oversee the random drug and alcohol testing program throughout the company
Manage and monitor GPS tracking systems
Administer fuel card programs
Perform other duties, as assigned

QUALIFICATIONS

Excellent communication and interpersonal skills with a history of effective communication in difficult or high stress situations
Ability to prioritize tasks, deal with interruptions and meet deadlines in a fast- paced environment
Self-starter and ability to work with minimal supervision
Ability to document policies and procedures
Strong leadership skills
Team player with positive attitude and willingness to handle a variety of tasks
Must be able to use discretion and handle confidential information
Proficiency with Microsoft Office products, including Excel and PowerPoint

EDUCATION and EXPERIENCE

High school diploma or equivalent
5+ years of experience involving safety/training and DOT compliance, preferably in the oil and gas industry
Knowledge of OSHA and DOT required
Preferred certifications: o PEC Core Compliance certification or equivalent for SafeLand USA o OSHA 501 Certification for General Industry Safety Standards o CSHO Certification (Certified Safety and Health Officer)

Pay: $70,000.00 – $85,000.00 per year based on experience and qualifications
