JOB RESPONSIBILITIES: In addition to the following, performs other related duties as required.

Under the direction of the Deputy Director or designee; the incumbent serves as the CSEA Administrative Officer. This position is responsible for overseeing and managing the day-to-day operations of the Administrative Hearing Unit, Legal Unit and Establishment Unit, and/or other areas as assigned; determining work priority and standards of performance for areas assigned.

QUALIFICATIONS:

Completion of a Juris Doctorate degree from an accredited college or university and licensed to practice law in the State of Ohio (must be in good standing with the Supreme Court of Ohio); at least five (5) years’ experience managing or supervising others; must be an Ohio Notary Public; experience working in a Human Service field is preferred.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Must be licensed to practice law in the State of Ohio and in good standing with the Supreme Court of Ohio; must meet the requirements as specified in OAC 5101:12-30-25, including, but not limited to; being a notary public, possess ability to research, analyze and apply applicable laws and administrative practices/procedures, have no personal or professional interest that conflicts with the ability to be objective and be able to conduct hearings that are subject to judicial review; must have or be willing to attain an Ohio CSEA Directors’ Association Hearing Officer Accreditation Certificate; must possess and maintain a valid state driver’s license and must maintain a driving record that meets the county’s insurability standards.

ESSENTIAL FUNCTIONS OF THE POSITION:

1. Provide direct supervision to administrative hearing officers, staff attorneys, establishment supervisor, legal support staff supervisor and other staff as assigned.

2. Provide indirect supervision to staff in the hearing unit, legal unit, establishment unit and other areas as assigned.

3. Determine work priority and standards of performance for areas assigned.

4. Responsible for the development and implementation of work procedures in areas assigned.

5. Responsible for ensuring procedures are in compliance with appropriate local, state and federal rules, regulations and statutes.

6. Conduct performance evaluations on a regular basis and review position descriptions of subordinates.

7. Determine staffing needs and make recommendations to the Deputy Director or designee.

8. Interview applicants and make recommendations to the Deputy Director or designee for hiring.

9. When necessary, discipline subordinates, review and approve requests for leave, conduct regular team meetings.

10. Attend all appropriate trainings and conferences.

11. Ensure follow through of training to department and staff, identify training needs and arrange/coordinate appropriate sessions, seminars and presenters.

12. Work effectively with bargaining units.

OTHER DUTIES AND RESPONSIBILITIES:

1. Remain a neutral party

2. Attend meetings with CSEA staff, court staff and other persons as required

3. Work closely with all departments to ensure proper interpretation and implementation of orders

4. Work closely with the various administrative units of the Agency

5. Some travel required with possible overnight stays

6. Perform other related duties inherent to this position and/or classification as warranted

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of: The Ohio Child Support Guidelines and all sections of the Ohio Revised Code related to the child support program, the setting of modifications and enforcing of support orders; possess a thorough understanding and working knowledge of the Agency’s computer system and computer printouts detailing the payment records; the CSEM as it relates to job responsibilities and corresponding job functions; the judicial system, civil hearing procedure and laws and rules applicable to the operation of the Agency; rules governing the Waiver and Compromise program; the mediation process and work closely with court assigned mediation staff; converting draft materials into finished product.

Skill in: Management of others; coaching and staff development; oral and written communication; word processing; computer operation; conflict resolution.

Ability to:

Prepare and complete required administrative determination orders, notices and other written correspondence within the time limits established by statute, rule court, or the Agency; adduce testimony and other relevant documentary evidence and make a timely decision with regard to the disposition of a case scheduled for an administrative hearing; resolve and control conflict in a professional manner; communicate and interact effectively with staff members, clients, the public and legal representatives of clients regarding all aspects of the child support arena; use independent judgment when performing job related duties; research, analyze and apply federal and state laws and regulations relating to the establishment of paternity and the establishment, modification and enforcement of support orders and administrative practices and procedures; interview effectively; gather, collate and process information about incomes; establish facts and draw valid conclusions; apply principles to solve practical, everyday problems; deal with difficult situations and clients in a professional manner along with an ability to resolve difficult problems where a high degree of independent judgment is required; uphold the highest standards of integrity for the Agency

Pay: $82,397.00 – $102,996.00 per year
