The Town Clerk is a senior-level administrative position responsible for managing the Town Clerk’s Office and supporting the Town Manager’s Office. This role requires independent judgment, decision-making within established laws and procedures, and a deep understanding of municipal government operations. The Town Clerk serves as the official custodian of records, oversees municipal elections, ensures compliance with public records laws, and provides support to the Town Commission and various boards/committees. Reports to the Town Manager.

ESSENTIAL RESPONSIBILITIES

The following responsibilities and duties have been provided as examples of essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change, or rescind work assignments as needed.

Under administrative direction from the Town Manager, the Town Clerk performs the following duties:

Provides highlevel administrative support to the Town Manager and Town Commission.
Prepares, records, and distributes minutes and agendas for Town Commission and board/committee meetings.
Coordinates agenda submissions from departments, posts meeting packets, and ensures legal notifications.
Serves as the official custodian of the Town Seal, ordinances, resolutions, minutes, and other official records.
Manages and responds to public records requests in compliance with Florida’s Sunshine Law.
Coordinates codification of ordinances and reviews updates for accuracy.
Administers municipal elections, serving as the qualifying officer and coordinating with the County Supervisor of Elections.
Ensures compliance with state and local laws related to municipal governance and public records retention.
Supervises records management, including digital records and electronic document systems.
Serves as Records Management Liaison Officer (RMLO) to the State, staff, and the public.
Collects business taxes, issues Business Tax Receipts, and maintains records on active businesses.
Updates and maintains operational content for the Town’s website.
Manages board and committee records, including application processing, term tracking, and financial disclosures.
Ensures timely publication of legal/public notices.
Maintains accurate records of municipal liens, recorded documents, and legal filings.
Other duties as assigned.
KNOWLEDGE | SKILLS | ABILITIES
Strong knowledge of municipal government operations, legislative procedures, and public records laws.
Understanding of Florida election processes and municipal regulations.
Ability to manage public records compliance and retention schedules.
Strong written and verbal communication skills.
Proficiency in Microsoft Office Suite and records management software.
Ability to work independently and maintain confidentiality.
Excellent interpersonal skills for collaboration with elected officials, staff, and the public.
PHYSICAL REQUIREMENTS
Ability to work in an upright position for eight (8) or more hours per day, including standing, walking, and sitting.
Frequent mobility is needed.
Occasional crouching or crawling, stooping, climbing or balancing, kneeling, bending or twisting of upper body and neck, reaching with hands and arms, tasting or smelling, pushing or pulling, and lifting.
Repetitive hand movement of both hands with the ability to make fast, simple, repeated movements of the fingers, hands, and wrists to operate equipment.
Close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision required.
Occasional lifting, carrying (or otherwise moving) objects, including equipment, office supplies, and laptop computers, with a maximum exertion of up to 25 pounds of force.
Ability to prepare and analyze written or computer data, access and use a variety of computer software, operate motor vehicles and equipment and observe general surroundings and activities.
An ability to communicate information and ideas so others will understand, with the ability to listen to and understand information and ideas presented through spoken words and sentences.
Frequently interacts with others to obtain or relate information to diverse groups.
Works independently with little guidance or reliance on oral or written instructions and plans work schedules to meet goals; requires multiple periods of intense concentration.
Ability to perform under stress and multitask.
Regular and consistent attendance requires availability during times of emergency.
EDUCATION | EXPERIENCE | LICENSES | CERTIFICATION
Education:
Bachelor’s degree in Public Administration, Business Administration, Political Science, or a related field (preferred).
An equivalent combination of education and experience may be considered.
Experience:
35 years of experience in municipal government, records management, or a related administrative role.
Experience in public meeting administration, legal compliance, and election oversight.
Licenses & Certifications:
Certified Municipal Clerk (CMC) from the International Institute of Municipal Clerks (IIMC) or eligibility to obtain certification within 3 years.
Master Municipal Clerk (MMC) (preferred).
Notary Public Certification (preferred).
Valid Florida driver’s license.
WORKING ENVIRONMENT
Primarily works in an office environment with frequent sitting, standing, and computer use.
Ability to lift and carry up to 25 pounds.
Frequent evening work required for meetings and elections.
Ability to work under stress and handle multiple priorities.
Regular and consistent attendance required, with availability during times of emergency.
