About this Role:

The Department of Health Care Services (DHCS), Office of Legal Services (OLS), Program Integrity and Compliance Branch (PICB) is seeking an Attorney Ill to join the team. Help us actualize the Department’s purpose to provide equitable access to quality health care leading to a healthy California for all. The Attorney Ill will have the opportunity to work remotely from anywhere in California! Telework is subject to DHCS’ Telework Program guidelines.

The PICB Attorney Ill position is an exciting opportunity for an experienced litigator to be responsible for your own caseload. Our litigators are responsible for evaluating the strength of their cases, responding to document productions (discovery in administrative litigation is limited), preparing their trial binder, identifying and preparing witnesses to testify, interacting with opposing counsel, conducting direct and cross examination, and preparing pre- and post-hearing briefs. The position is a unique blend of independent work and teamwork with experienced colleagues who are supportive and collaborative. The PICB Attorney Ill position is responsible for managing an administrative litigation caseload of administrative appeals as well as providing litigation support to the State and United States Departments of Justice.

The PICB provides advice and counsel to support DHCS program implementation, policy development and ongoing administration; program integrity and compliance efforts (audits & investigations and administrative appeals); compliance and enforcement activities related to managed care and Substance Use Disorder treatment programs; and conflict of interest issues.

The Attorney III qualifies for a “Hire Above Minimum” (HAM) salary. The starting salary for the classification will be: $11,695.

Working Conditions

The Office of Legal Services uses a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met. Please see the Telework Information section below for telework details.

This is a statewide recruitment, and the position may be located in, but not limited to, the following locations: Sacramento, San Francisco, Orange (Santa Ana), San Bernardino (Rancho Cucamonga), San Diego, and Los Angeles.

Telework Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. This position may be eligible for telework up to five days a week, contingent on operational business needs. The amount of telework is at the discretion of the Department and is subject to change.

The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
