Buncombe County Government’s Health and Human Services Department is hiring for a Social Work Paralegal. This paralegal position works with two other paralegals, and administrative assistant, and an administrative support associate. The team of 5 reports to our Social Work Paralegal Program Supervisor.
This position is in-office only with no option for remote work. This position works from 35 Woodfin Street in downtown Asheville from Monday to Friday from 8:00 AM to 5:00 PM. Free parking in our County-owned parking deck is provided.
This open paralegal position does not have a specific staff attorney assignment, and they do not have a specific caseload to manage. This paralegal assists our petitioning attorney and lead attorney with drafting, circulating, revising and filing documents related to juvenile petitions, adult protective services petitions, and extended foster care petitions. They are also our department’s primary notary: notarizations must occur in-person, and filing petitions requires notarization of signature verifications. This position will also assist with accepting subpoenas served to the County at 40 Coxe Avenue. This individual will regularly travel from 35 Woodfin Street to 40 Coxe Avenue. This paralegal will assist the 3 other paralegals in drafting court orders due, and other tasks include creating and distributing an internal court calendar to the agency.
The minimum requirements for this position are:
6 years of legal experience, OR
A related Associate’s Degree and 4 years of experience, OR
A related Bachelor’s Degree and 2 years of experience, OR
A related Master’s Degree and 0 years of work experience.

Purpose of the position:
The purpose of this position is to assist the Department of Social Services attorneys in a wide variety of legal duties and services in the analysis, organization and preparation of legal work and departmental administrative needs.
Minimum Education, Training and/or Experience (required at time of hire): Bachelor’s degree in English, Liberal Arts, Journalism, or related field and two (2) years of related legal experience; or an equivalent combination of training and experience.
License or Certification Required by Statute or Regulation: NC Notary is required after hire.
Essential Functions of the position:
Compose and distribute pleadings and court orders resulting from hearings.
Communicate information in regard to court procedures and scheduling.
Compose and type juvenile court orders from various court hearings: reviews, adjudications, dispositions, post termination of parental rights, termination of parental rights, obstruction petitions.
Compose and type reports and letters, memos, and other correspondence for the attorneys and/or legal department.
Prepare monthly report on the activity of the legal department pertaining to court cases.
Draft and review, various legal instruments.
Communicate with the social work staff, area attorneys and the Guardian ad Litem office concerning orders and scheduling.
Schedule meetings and conferences, as well as makes travel and accommodations for the attorneys.
Assist social workers in the scheduling of court hearings.
Accept service of all subpoena issues on the Department, preparation of Motion and Orders to Quash the subpoenas, and deliver and track subpoenaed files to various judges’ courtrooms.
Perform other duties as assigned.
Knowledge, Skills, Abilities
Knowledge of relevant legal terminology.
Knowledge of legal research and investigation methodology.
Considerable knowledge of the program area or legal specialty to which the employee is assigned.
Knowledge of case, statutory, and common law.
Knowledge of judicial and quasi-judicial procedures and the rules of evidence
Ability to read and understand legal documents such as contracts, deeds, claims, and opinions.
Ability to draft court orders requiring advanced level writing skills.
Adequate computer skills, proficiency in typing/speed and adequate skill in spelling and grammar as well as extensive knowledge of technology
Able to independently prioritize workload and meet time mandates for certain tasks.
Working knowledge of juvenile statutory law as well as judicial and quasi-judicial procedures.
Ability to perform legal research in accordance with preliminary instructions as to methods or approach, source material available, and policy and precedent of the office.
Ability to summarize facts and evidence and prepare legal instruments.
