MMCAP Infuse is a governmental cooperative purchasing organization for government facilities in all fifty (50) states. MMCAP Infuse is operated by the State of Minnesota’s Department of Administration – Office of State Procurement (https://infuse-mn.gov/).
We are seeking an Attorney for the Legal and Compliance unit to provide MMCAP Infuse leadership, staff, and membership with expert-level legal guidance and expertise through the drafting of contracts, requests for proposals, notices, and analyses that permit MMCAP Infuse to maintain compliance with all regulatory requirements while developing and sustaining positive working relationships with purchasing officials, pharmacists, auditors, contracting experts, and others who comprise and represent MMCAP Infuse’s membership of over 34,000 participating facilities.
This position acts as a subject matter expert in the overall laws, rules, and policies that relate to and support programmatic goals held by all business areas that comprise MMCAP Infuse.
Responsibilities include, but are not limited to:
Assisting in developing policies and protocols to ensure the smooth, effective, and legal operation of MMCAP Infuse.
Providing legal review, technical assistance, and input to the MMCAP Infuse lines of businesses such as pharmaceuticals, wholesaler purchasing, and other healthcare products and services so that their respective business objectives are achieved in a legal and timely manner.
Providing legal and technical assistance to MMCAP Infuse leadership, staff, and external attorneys on significant issues affecting its business so that it may take appropriate action, if needed.
Providing legal advice in the development and evaluation of MMCAP Infuse policies and procedures for compliance with applicable laws.
To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. At a minimum, two (2) onsite days per month will be required. Completion of a telework agreement will be required.
Qualifications
Minimum Qualifications
J.D. degree from an accredited law school.
Four (4) years of experience that includes contract drafting and negotiations, addressing legal issues, reviewing documents/contracts for compliance, and/or professional experience in the medical field.
Significant experience with federal and state laws relating to procurement, antitrust, and/or group purchasing organizations.
Strong communication and dispute resolution skills as well as the ability to establish and maintain collaborative working relationships with teams and a variety of federal, state, and local stakeholders.
Ability to identify and address problems through provision of efficient and effective legal and/or business advice, along with ability to analyze needs to provide input and direction for a strategic policy.
Strong interpersonal and human relations skills to establish and maintain productive and professional working relationships with leadership, internal and external stakeholders, and vendors.
Strong computing skills in a PC environment (e.g., Microsoft Word, Excel, Outlook, Adobe Acrobat, etc.).
Preferred Qualifications
Knowledge, experience, and understanding of group purchasing organizations (GPO); medical supplies organizations; GPO business model objectives; as well as statutory, policy, and overall legal requirements for all steps of a multi-state contracting process.
Strong organizational and time management skills with the ability to multi-task.
Ability to deal with ambiguity and non-routine commodity acquisition processes.
Experience working with a wide variety of individuals with different backgrounds and at different position levels.
Negotiation skills to be able to negotiate pharmaceutical, healthcare products and services, and allied products contracts.
Ability to facilitate and/or conduct trainings/educational sessions.
Additional Requirements
A writing skills assessment will be conducted as part of the screening and selection process.
