Job Summary

This position monitors legislative changes and ensures elections operations comply with federal and state laws, while coordinating with various teams to draft recommendations and maintain up-to-date procedures. Additionally, it provides project management support, acts as a liaison with external stakeholders, and manages election-related communications and documentation.

Distinguishing Characteristics:
This is a job classification within the Planner job family. Incumbents in this classification report directly to the Elections Director.

Duties and Responsibilities

Reviews advisories and other guidance provided by the Texas Secretary of State and the Attorney General, and coordinates across election teams to compile and draft recommendations for operational changes.
Works closely with the Elections Director, Elections Assistant Directors, and County Attorney’s Office to ensure elections operations are in compliance with federal and state law.
Provides project management support for the elections division, including drafting project timelines, in coordination with the Elections Director, Assistant Directors, and Managers of each elections team to ensure compliance with legal deadlines.
In coordination with the Elections Director, Assistant Directors, and the Managers of each team, maintains up-to-date documentation of standard operating procedures.
Coordinates, communicates, and tracks internal and legal deadlines, such as logic and accuracy testing, and ballot proofing, within the division, with other governmental entities, and with political parties, to ensure all stakeholders and interdependent operations are in compliance with state law.
Serves as a liaison between the External Affairs Division and the Elections Division to prepare responses, including compiling data sets, in regard to constituent requests, media requests, and Public Information Requests in accordance with legal timelines and requirements.
Monitors and tracks pending legislation related to election law and operations.
Serves as a backup to team members responsible for creating and posting all legally required election notices on the County Clerk website, the County Clerk bulletin board, in the newspaper and other required locations.
Serves as a backup to team members acting as a liaison with other local governmental entities and jurisdictions, such as cities, school districts, and municipal utility districts in Travis County, to enter into agreements to conduct elections on their behalf. May include working with the County Attorney Office to prepare details of negotiated intergovernmental contracts.
Performs other job-related duties as assigned.

Minimum Requirements

Education and Experience:
Bachelor’s degree in Public Administration, Business Administration, Business
Management, Government, Political Science or a directly related field AND six (6) years
of increasingly responsible elections or project management experience, including one
(1) year of mid- to senior-level supervisory or management experience;

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver’s License.

Preferred:
Deadline-oriented project management experience related to legal compliance
Registered Election Official (REO) or Certified Elections Registration Administrator
(CERA)

Knowledge, Skills, and Abilities:

Knowledge of:

Federal and state election laws, administrative rules, attorney general opinions and
secretary of state advisories; state legislative process.
Strategic planning and production-related project management, including experience using project management software and applications.
Electronic voting systems, technology, and software applications.
Facilitation and collaboration principles, practices, and techniques.
Practices in record-keeping functions.
Office software to include advanced knowledge of how to use and create spreadsheets, databases, and a variety of software packages.
Technical and business writing, grammar and punctuation, and report preparation.
Skill in:
Problem identification, research, analysis, comparison, and evaluation.
Collaborative decision-making, facilitation, and conflict resolution.
Both verbal and written communication, including drafting and maintaining up-to-date documentation, plans, and reports, facilitating training, and giving public presentations.

Establish and maintain effective working relationships with other County employees and officials and the general public.
Work non-traditional hours, including early mornings, evenings, and weekends, during election cycles as required.
Maintain a high level of attention to detail and meet deadlines

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 5–20 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, occasional indoor/outdoor activities, climbing stairs, bending, stooping, kneeling, crouching, crawling, pushing, pulling, balancing, client/customer contact, squatting to perform the essential functions.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions. Elections positions may work early morning, evening, and weekend hours during peak election periods or emergencies.

Work Hours: 8 am – 5 pm, Monday -Friday. May work some

holidays, some nights, some weekends
