Basic Function and Responsibility :
This is very responsible professional work in the financial reporting and coordination of grant activities for the 16th Judicial Circuit. Work includes researching the availability of private, state and federal grants applicable to the court, preparing grant applications with departmental personnel, developing budgets and financial processes for each grant application and award, overseeing the completion of required reporting cycles for existing grants, providing necessary updates on the performance and financial status of grants awarded, and status reporting for pending grant applications.
Appointing Authority and Supervision Received :
The court administrator is the appointing authority. The grant coordinator receives direct supervision by the Director of Budget and Fiscal Services with additional oversight by the Chief Financial Officer.

Characteristic and Assigned Duties : ( The following duties are representative of the position and do not include all duties which may be performed.)
Serves as the grant coordinator for departments, court administration and divisions in the family and circuit courts.
Investigates, explores, and researches the availability of private, state and federal grants applicable and available to the court.
Prepares and coordinates the preparation of documents involved in completing funding proposals with private, state and federal agencies to include budgets, budget narratives, grant narratives and all appropriate forms for each grant application with the director or program staff assigned to the project.
Directs the compilation of fiscal data necessary for annual and other reports requested by department, other state, and federal officials; prepares special reports.
Drafts and reviews contracts, memorandums of agreement/understanding, and other grant related items for legal review as needed.
Resolves problems and answers inquiries from other departmental personnel concerning grant
procedures and policies.
Maintains necessary fiscal controls to ensure that purchases are made within budgetary limits and meet terms and conditions of related fiscal requirements of the funder, county, and court policy.
Assists staff receiving grant funding on ensuring programs meet federal guidelines.
Prepares grant project projections and amendments as necessary to maximize the use of grants and other sponsored programs and funding resources.
Allocates costs, reconciles benefits and revenues and analyzes expenditures for monthly expenses for each grant program.
Prepares and reports grant expenditures to project managers, the court administrator, and to grantor agencies as required in contract terms and conditions.
Coordinates billing codes and special prohibitions with fiscal and program staff to ensure prompt and correct billing of related to each grant project.
Monitors and analyzes expenditures in each grant project to ensure appropriate fund balances are maintained; prepares reports and projections.
Prepares invoices for reimbursement of grant expenditures.
Creates and maintains reports in the approved financial reporting system.
Knowledge, Skills, and Abilities :
Ability to perform formal and computer based research.
Considerable knowledge of the state and federal fiscal and appropriation process.
Knowledge of the county’s financial management system and required financial processing.
Ability to communicate effectively both orally and in writing.
Skill in creating and analyzing detailed financial and program reports.
Working knowledge of county, state and federal government, and court operations.
Ability to interpret financial data and to prepare complete and accurate accounting reports.
Considerable knowledge of the principles and practices of fiscal administration.
Considerable knowledge of the federal and private granting agencies. This includes knowledge of the solicitation process, the application process, status reporting and the automated systems used by these agencies.
Knowledge of the judicial process and day-to-day operations of the courts.
Knowledge of all services provided by the court and departments.
Ability to establish and maintain effective working relationships with the judiciary, court administration and other stakeholders.
Ability to manage multiple ongoing tasks and projects effectively.
Minimum Qualifications:
Bachelor’s degree in a related field and 5 years of professional experience in grant-related or financial management experience.
