The Missoula County Public Works Department is seeking a SEELEY LAKE PROJECTS & OPERATIONS COORDINATOR to join their team. This position provides complex administrative, operational, and customer service support for the Missoula County Public Works (PW) Department and Missoula County Treasurer’s Office located in Seeley Lake. Performs a wide range of functions including project coordination, Refuse District and Road Department operations, and motor vehicle and tax transaction processing.

Representative Examples of Work

Serves as communications liaison between PW and Treasurer’s Office departments and Seeley Lake community representatives, contractors, consultants, and citizens. Responds to requests for information; answers complex inquiries which may require interpretation of County and departmental policies, procedures, rules and regulations. Attends public meetings and acts as departmental representative on behalf of the Chief PW Officer and Clerk & Treasurer. Performs support tasks including receives phone calls and visitors; completes forms and applications; prepares written correspondence, advertisements, public notices, and reports. Prepares and submits payroll forms. Communicates and coordinates with site contractors to ensure compliance with administrative policies and procedures including health and safety requirements at Seeley Lake facilities. Reviews and recommends changes to policies and procedures. Coordinates and provides training; assists in site inspection, inventory, and maintenance. Coordinates financial activities with the PW Finance Manager. Prepares annual district budgets. Monitors and records expenditures; prepares, submits and authorizes claims for payment. Prepares reports of monthly cash receipts and credit invoices. Administers district grants and project budgets. Solicits bids and evaluates cost estimates from vendors and contractors. Receives, records and deposits payments on Refuse District credit accounts. Maintains records for individual and business credit accounts. Issues monthly invoices to credit accounts. Manages Bear-Resistant Container Checkout Program in compliance with FWP grant. Prepares reports for PW management including vendor contract reconciliation; material tracking; refuse facility traffic counts; and other special reports. Maintains project, material and financial records. Prepares permits and exhibits for state and federal agencies. Maintains current information on refuse district property owners, and coordinates information with the Department of Revenue. Issues user identification tags. Receives, records and reconciles usage records; bills users exceeding annual limits. Maintains records of waste transported from the refuse site. Provides customer service including answering questions, resolving problems, and advising customers for vehicle and property tax transactions. Processes titles, registrations, lien filings, exemptions and collects associated payments. Reviews and processes mobile home moving permits and manages incoming/outgoing mail containing payments and sensitive records. Ensures motor vehicle transactions comply with applicable rules, regulations, policies, and laws. Collects property tax payments, calculates fees and penalties, assists in the collection of delinquent taxes, and performs a variety of tasks relating to property tax liens and appeals. Accepts tax payments made under protest and communicates the tax appeals process to customers. OTHER DUTIES: Performs related work as required or directed.

Minimum Qualifications

Requires high school graduation or GED equivalent.
Requires two years of administrative support or retail experience involving face to face public contact and handling cash transactions. Requires experience with word-processing and with using Excel or other spreadsheet application.
Requires a Montana Driver’s license. Requires successfully passing a criminal history background check.

Physical/Environmental Demands

The work is commonly performed in an office setting with a considerable amount of time using a computer keyboard. May require frequent light lifting, up to 20#, and rare lifting up to 50#. May require walking outdoors at the refuse site on rough or uneven terrain. Work requires driving on roads and highways in all weather conditions to work sites located in the Seeley Lake area and occasional travel to county offices in Missoula. Requires exposure to a high volume of public traffic which may involve exposure to communicable disease.
