Photon Dance Global Inc. (or the Company) is a wholly-owned subsidiary of PhotonPay Group and licensed Money Service Bureau (MSB) providing secure financial services including money transfers, currency exchange and payment processing. Now the Company is hiring an experienced compliance/AML officer responsible for its business operation in the US.
About the Role
The Compliance and AML Officer will develop, implement, and oversee all aspects of the company’s BSA/AML compliance program. This role ensures adherence to federal (Bank Secrecy Act, USA PATRIOT Act, OFAC) and state regulations, mitigates financial crime risks, and fosters a culture of compliance. The ideal candidate is proactive, detail-oriented, and adept at navigating complex regulatory landscapes.
Responsibilities
Support Global Head of Legal and Compliance to establish and implement a robust compliance/AML program in US to ensure compliance with all relevant laws, regulations and internal policies.
Responsible for handling submissions, regulatory enquiries, audits and maintain good working relationships with the regulatory authorities, including coordination for any regulator’s on-site inspection.
Maintain and enhance the BSA/AML/OFAC compliance program, including policies, procedures, risk assessments, and internal controls.
Conduct annual BSA/AML risk assessments and update protocols based on emerging threats.
Oversee daily transaction monitoring for suspicious activity (SARs), currency transaction reports (CTRs), and OFAC sanctions screening.
Ensure timely filing of SARs/CTRs via FinCEN’s BSA E-Filing System.
Provide constructive advice and recommendations to relevant stakeholders (including the Business, FI, Product and Operation) on matters pertaining to regulatory and licensing issues for the licensed payment institutions.
Identify and manage compliance and regulatory risks, act as a point of escalation for any policy and regulatory breaches to senior management.
Liaise with external regulators, law enforcement agencies, and industry partners on AML/CTF matters, regulatory inquiries, inspections, and reporting obligations.
Help formulate, review and maintain compliance framework, policies and procedures to ensure ongoing compliance with relevant laws and regulations.
Conduct periodic internal compliance and BSA/AML training and compliance risk assessments.
Qualifications
Bachelor’s Degree in Accounting, Business or Finance; or equivalent work experience. Professional certifications in Compliance / AML (e.g., CAMS, ICA) are highly desirable.
At least 5 years of BSA/AML compliance experience within an MSB, bank, or fintech. Expertise in 31 CFR Chapter X (BSA regulations), OFAC requirements, and state MSB licensing laws.
Knowledge of Fintech, payment institutions, payment systems, and similar legal and regulatory requirements in US.
Ability to multi-task and a team player with strong communication skills.
Proactive, results-driven, and take ownership for their work.
Fluent English and Chinese, strong ability to draft documents in both languages.
