Mission and Values
The REACH Program of Evergreen Treatment Services works with individuals experiencing homelessness and behavioral health conditions to help them achieve stability and improved quality of life. Its mission is to foster community health and safety through outreach, relationship building, healing interventions, and systems advocacy for people who use drugs. REACH provides outreach‑based care coordination, multidisciplinary clinical services, and support to access and maintain housing, all grounded in principles of harm reduction that offer respect and dignity to individuals moving through stages of change.
REACH incorporates a racial equity lens, actively dismantling systems of oppression rooted in White Supremacy and addressing the root causes of historical trauma. The program offers services such as survival support, linkages to essential resources, legal assistance, healthcare, entitlements, and accessible treatment for substance use disorders and mental health conditions. REACH values diverse lived experience, commits to racial equity and social justice, and appreciates hard work, creativity, and humor.

Job Summary
- Assist the REACH Community Justice team in fulfilling ETS’ mission through administrative and legal advocacy support to case managers.
- Provide legal advocacy consultation to case managers when requested.
- Maintain up‑to‑date paperwork, communicate with prosecutorial partners and community stakeholders, and support hybrid/full‑time onsite operations (Monday‑Friday 8:30am‑5:00pm).
Responsibilities
- Collaborate with staff to transform systems of harm and inequity, creating innovative approaches to improving community health and safety.
- Support the organization‑wide initiative to reimagine interconnectedness within the community, addressing aspects shaped by white supremacy and settler colonialism.
- Build relationships and communicate with prosecutorial municipalities, public defense attorneys, and departments of corrections for REACH diversion programs.
- Develop best practices for case managers in fostering effective relationships with prosecutors, public defense attorneys, and corrections departments.
- Provide mitigation and legal advocacy for clients in REACH diversion programs, working alongside case managers and supervisors.
- Improve service delivery systems between case managers and prosecutorial partners.
- Develop and maintain systems to track clients on warrant status, support case managers in quashing warrants, and communicate outcomes with law enforcement and prosecutorial partners.
- Attend LEAD court calendar events in Seattle Municipal Court and requested court hearings, representing LEAD in multiple municipalities.
- Produce harm‑reduction‑focused legal summary reports on client progress for prosecutorial partners.
- Monitor inequities in criminal legal system practices by tracking arrest patterns, court filings, and case resolutions of all REACH clients.
- Engage in public relations to communicate harm‑reduction messaging, criminal legal system impacts on marginalized communities, and system inequities.
- Apply innovative harm‑reduction approaches and knowledge of the Involuntary Treatment Act Competency System to improve communication with prosecutors and defense attorneys.
- Build formal relationships with legal services beyond the REACH contractual partnerships, including King County Prosecuting Attorney Office, Seattle, Burien, and Seattle Municipal Court.
