Position Summary

POSITION SUMMARY:
The Payroll Administrator is responsible for the preparation and processing of payroll for the county, and maintains the retiree benefits database, including but not limited to: collection of premiums, reconciliation, and reporting. This position performs the internal control function of verifying and/or confirming payroll and retiree benefits documents, approved by others, before entering the data derived therefrom in order to prevent error and fraud. The data entered is independently audited internally. Pays all payroll related taxes and prepares and submits all IRS tax returns within IRS required time limits. Prepares, processes and distributes all payroll related tax and other documents issued to employees. Performs other duties unrelated to payroll and retiree benefits as assigned. Duties are performed independently under the supervision of and in collaboration with the Chief Deputy County Treasurer.

Essential Functions

ESSENTIAL JOB FUNCTIONS:

Responsible for the preparation and processing of biweekly payroll for over 1,100 employees; review and ensure accuracy of approved timesheets and employee pay; track and deduct all payroll deductions
Responsible for the preparation and processing of all election payrolls; review and ensure accuracy of approved timesheets and employee pay; calculate tax withholdings; monitor threshold amounts per IRS guidelines; prints and issues election checks
Responsible for the preparation and processing of all miscellaneous payrolls for reissued or special checks
Extrapolates data to create ACH files for submission of payments to employees, vendors, child support offices and IRS
Monitor the processing of new hires, employee status changes, terminations and other employee processes for appropriate management approvals and calculates manual payroll adjustments by analyzing time worked, accruals used and earned, pay rates for various pay codes, taxes, retirement, all other deduction records, and adjustments derived from reconciled payrolls.
Evaluates time cards ensuring that time submitted is accurate and consistent with federal and state employment laws and County policies
Provides assistance to employees for payroll changes and maintains all employee deduction records in Tyler
Prepares vendor payment vouchers and reports to Auditor’s Office for vendor check processing
Maintains retiree benefit information, including addresses, banking information and benefit selections
Responsible for maintaining, updating, and executing the retiree benefits ACH file
Processes retiree benefits collections and communicates with retirees in regards to their benefit selections and payments
Reconciles the retiree benefit Access database and prepares detailed retiree financial reports for Auditor’s Office and the Accounting Clerk
Performs various daily banking transactions such as transfers, ACH transmissions, creating and importing positive pay files, and issuing stop payments; Serves as an administrator for the online banking system
Prepares and submits a variety of payroll related documents (e.g., weekly, monthly, quarterly and year-end reports, W-2s, 941, W-3s, Personnel Action Forms, Affordable Care Act)
Prepares reports to department heads/elected officials
Answers payroll related questions from elected officials, department heads and county employees
Compiles and analyzes County payroll from various records, including review and verification of hours worked, pay rates, taxes, accruals, insurance and other benefits
Consistently keeping informed on all applicable laws and requirements set forth by the IRS and Social Security Administration as it relates to payroll, taxes, withholdings and reporting requirements
Ensures all federal, state and local taxes as well as FICA, Medicare, TCDRS and benefit contributions are all properly deducted from employee compensation as well as filed with and paid to the correct federal, state, and local institution
Tracks time to ensure no employee is overpaid
Works closely with employees and department heads regarding county policies, compensation, sick pool, and leave time
Works closely with the County Auditors and Human Resources departments to assist in payroll reconciliations, questions and information
Performs any other duties assigned by the Chief Deputy Treasurer
Regular attendance and timeliness are required

Minimum Requirements

EDUCATION:
Required:

Associate’s Degree in a Business-related field such as Management, Accounting, Business Administration, or Finance; in lieu of a degree, a minimum of 2 years’ experience in a related role plus the required experience listed below
Preferred:

Bachelor’s Degree in Accounting, Business Administration, Finance, or related field
CPP or FPC certification

SKILLS ~ EXPERIENCE:
Required:

3 years’ experience in payroll preparation, finance, accounting, treasury operations, payroll, or related field
Broad knowledge of the principles, practices, terminology and techniques of payroll and timekeeping
Proficient knowledge of bookkeeping, accounting principles, maintenance of fiscal and accounting records
Exceptional knowledge and ability to read and accurately interpret federal, state and local laws related to county government, tax form regulations, Texas State Statutes, Texas Local Government Code, Attorney General Rulings and Commissioners’ Court decisions related to payroll, taxes and timekeeping issues
Keen attention to detail; careful and accurate data entry; must be able to work on multiple projects simultaneously while consistently meeting deadlines
Broad knowledge of basic hardware and software and uses of a variety of different computer operating systems such as Microsoft Office Word, Excel, Outlook, and payroll software systems
Proficient knowledge of basic arithmetic, including addition, subtraction, multiplication, division, interest, decimals and percentages
Self-starter with exceptional communication (written and verbal) and interpersonal skills in dealing with the public and McLennan County retirees in person and by telephone, as well as the ability to develop and maintain professional working relationships with county officials, department heads, and county employees.
Must be able to work independently.
Possess a thorough understanding of the importance of confidentiality and non-disclosure according to the general standards set forth by HIPAA
Exceptional skill in operating standard office equipment such as personal computers, printers, scanners, calculators, and telephones
Successful completion of a semester college course in Microsoft Access is required; or proof of passing course previous to employment
Preferred:

5 years’ experience in payroll preparation, finance, accounting, treasury operations, payroll or related field
Knowledge of Tyler payroll processing
Knowledge of Microsoft Access

HOURS / SPECIAL CONDITIONS: This position works 8:00 a.m. to 5:00 p.m., Monday to Friday but may be required to work a flexible schedule based on the needs of the facility.
