Overview
We are seeking a detail-oriented and organized Title Clerk to join our team. The ideal candidate will play a crucial role in the title processing department, ensuring that all title documents are accurate and compliant with legal standards. Under direction of the Elected/Appointed County Clerk, this position will fulfill the requirements of Wyoming Statutes and the Wyoming Constitution as they pertain to the duties of the County Clerk. The Deputy Clerk I performs a variety of entry level clerical duties as needed to expedite the efficient and effective delivery of public services afforded through the office of the County Clerk. Performs clerical functions specific to motor vehicle titling, UCC filing, record retention, public records, research and related duties, and election duties as assigned. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Positions at this level usually perform most of the duties required of the positions at the II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Employees may have only limited or no direct related work experience. The Deputy County Clerk I position supports the County Clerk in the operation and procedures of the County Clerk’s office.

Duties

Performs office opening and closing procedures.
Provides professional, prompt, and courteous customer service either in person, on the phone, or through email.
Responds to inquiries and provides a variety of information; explains policies and procedures to the public.
Efficiently collects, opens, sorts, distributes, and/or sends postal mail, email, or other information.
Performing multiple tasks simultaneously and efficiently.
Communicate effectively and precisely with all interactions; ability to ask questions to gain all information needed to perform the duties of the office.
Examine, process and prepare documents received in person, by mail, or email, from banks, credit unions, motor vehicle dealerships, insurance/financial organizations, and the general public, for new purchases and transfers of personal property, including motor vehicles, recreational vehicles, trailers, and mobile homes.
Learn body codes, makes and models.
Determining the taxable value of personal property including motor vehicles, recreational vehicles, tailers, and mobile homes.
Correspond with banks, credit unions, motor vehicle dealerships, insurance/financial organizations, lawyers, courts, county and state jurisdictions, and the general public, for required documentation.
Generate Held Titles report throughout the day to accurately “release” title.
Verifying the payment of property tax on mobile homes prior to executing transfer of ownership.
Ensures compliance with and administers applicable state and federal statutes, Wyoming Department of Transportation and Department of Revenue rules and regulations.
Accepts, verifies, and files financial statements and other documents presented for filing and perfection of liens on personal property, including motor vehicles, recreational vehicles, tailers, and mobile homes.
Perfect UCC filing within the statutory timeline.
Files UCC continuations, UCC amendments, UCC assignments, and UCC substitutions of collateral.
Terminates liens or performs partial releases of collateral upon presentation and verification of documentation.
Maintain title and UCC filing database with accuracy.
Performs electronic imaging activities (scanning), redacting confidential information as needed; verifies quality of scanned images; adheres to permanent preservation guidelines as required by state statutes and administrative directives.
Type or complete data on titles, financial papers, and other legal documents with a high degree of accuracy.
Provides notification in the event documents are incomplete or incorrect.
Provides notification of any processing errors made and corrects errors.
Perform research on information requests; make copies of requested documents.
Prepare and type miscellaneous correspondence and other materials as required; enter and retrieve various information from the computer system.
Perform notary duties as needed; maintain notary log as required.
Receive, balance and account for daily fees.
Always maintains confidentiality of department information.
Adhere to the privacy and disclosure act regarding titles.
Adhere to safe work practices and procedures.
Research, order, track and prepare materials as requested by the Clerk.
Operate a variety of office machines including computers, typewriters, printers, copiers, calculators, fax, scanner, telephone system, routine use of full range of word processing and spreadsheet software applications.
Contact and work with internal (County Treasurer, County Assessor, County Attorney, and other County agencies) and external (various departments at the county and/or state government level, car dealerships, abstract companies, financial institutions, and other public in large numbers) entities to resolve a variety of issues.
Attend and participate in staff meetings, safety meetings and related activities; attend workshops, conferences and classes to increase professional knowledge; serve on committees as assigned.
Assist with Elections as needed.
Performs other administrative duties as assigned.

EDUCATION AND EXPERIENCE

High School Diploma or equivalent required
Must be at least 18 years of age.
One year administrative office work preferred; or an equivalent combination of education and experience.

KNOWLEDGE AND SKILLS:

Modern office procedures, methods, and general office equipment; standard computer software applications including Microsoft Office and Adobe Pro; various department systems unique to the County Clerk Department.
Principles and procedures of record keeping and filing official documents.
English usage, spelling, vocabulary, grammar, proofreading, and punctuation.
Understand and follow oral and written instructions.

Basic mathematical principles.

Knowledge of document imaging equipment and processes.

Skill in analyzing documentation in relation to the transfer of ownership of personal property.
Skill in maintaining vehicle identification databases and titling/ownership information.
Skill in terminating liens and performing partial releases of collateral.
