JOB SUMMARY
Supervise the operations of the Latah County Treatment Courts and select Nez Perce County Courts as assigned in accordance with established policies and procedures for providing integrated treatment and criminal justice case management to court participants. This is a fulltime position that will be providing coordinator responsibilities in both Latah and Nez Perce Counties. This position is FLSA exempt, at-will, and continuation is subject to receipt of funding from the Idaho Supreme Court.
DUTIES AND RESPONSIBILITIES
Essential
Coordinate efforts to identify community resources and organize efforts to provide a full continuum of needed treatment services including addiction treatment, educational and vocational services, safe and sober housing, ongoing recovery support services, health care, family services, mental health and other beneficial community supports.
Provide guidance to involved agencies and to other stakeholders and the public as to eligibility criteria for participation.
Coordinate the completion of the application process for prospective participants including gathering of application materials; communicating with attorneys, assessment professionals, and probation officers; and direct client screening or assessment interviews.
Develop and maintain written policies and procedures to guide the operations of Treatment Courts in compliance with any statewide guidelines, generally accepted best practices, and the special needs and resources of the local jurisdiction.
Compile necessary participant identification and other data to support determination of eligibility for participation and assure it is accurately communicated to and considered in team’s admission staffing meetings.
Compile information on participant compliance with conditions of Treatment Court participation and assure it is accurately communicated to and considered in team progress staffing’s, including preparation of case compliance and progress summaries for court status hearings.
Attend staffing’s and court hearings.
Ensure fidelity to evidence-based best practices.
Provide program budget monitoring and oversight.
Provide coverage for District Manager as needed.
Maintain accurate files of participants in Treatment Courts and their compliance with court requirements and their progress in each court program.
Submit required treatment authorization forms necessary to obtain treatment reimbursement, where applicable.
Oversee the administration of participant drug testing system.
Meet with Treatment Court treatment providers to review services provided, treatment models, resource needs, and linkages with various community support services.
Facilitate assessments of participant’s cultural or gender-specific needs and issues and development of effective treatment or other services to address such needs and improve participant outcomes.
Survey Treatment Court participants, community partners and stakeholders periodically to obtain feedback of their operations and effectiveness.
Facilitate understanding and resolution of conflicts that may arise in operations of Treatment Courts.
Provide support to regular Treatment Court bi-annual team meetings, for purposes of periodic review and improvement of the operations of the Treatment Court programs.
Assist in running client reports from the Odyssey Navigator program.
Put together information for new participant packets.
Review program materials with new participants.
Participate in community, state, or other specialized training or educational sessions.
Additional
Responsible for File Security both within the office and to the public.
Responsible for the retention and safekeeping of all records.
Maintain established procedures of Treatment Court activities.
Complete Administrative duties of Treatment Court files.
Adhere to any applicable timelines.
Comply with Idaho Judicial Branch Code of Conduct for Non-Judicial Employees.
Assessment of dynamics involved with drug abuse culture and treatment modalities.
Communicating with culturally and economically diverse populations.
Setting up and tracking outcome measurements.
Ability to plan and prioritize work assignments.
Properly interpret and make decisions in accordance with laws, regulations and established policies.
Maintain harmonious working relationships with employees, government officials and the public.
Exercise tact and discretion in obtaining the cooperation of others.
Prepares reports required by the Idaho Supreme Court, e.g. utilization reports.
Speaks at public events, professional meetings or gatherings, schools, or other forums, regarding Treatment Court activities.
Identifies local resources and grants for the Treatment Court program.
Other duties as assigned.
QUALIFICATIONS
Graduation from an accredited Bachelor’s program in public administration, business administration, public health, health administration, criminal justice, sociology, social work, psychology or a related field.
Preference may be given to those with extensive experience and/or a Master’s Degree in any of the above fields.
Thirty seven to forty eight months combined experience in working in a drug court (or similar/equivalent environment) and training or certification in addictions and experience in working with special populations; community networking and resource development; working in an administrative, management or supervisory capacity; or equivalent.
Good knowledge of general management principles, Idaho criminal justice system, treatment modalities, crisis intervention and treatment resources in the 2nd Judicial District, and theory and practice of drug courts.

TYPICAL PHYSICAL REQUIREMENTS
Sitting with intermittent moving in an office environment, lifting of office supplies (e.g., binders, etc.), talking & hearing (in person and by telephone), memorizing, and seeing (e.g., documents, etc.).
