The Court Services Analysts at the Superior Court of Placer County are involved in a diverse set of policy and data topics impacting the court. Ongoing assignments for the unit include staffing to collaborative court committees, serving as the court’s language access liaison, grant monitoring and reporting, data analytics and legislative analysis. The Court Services Analysts report to the Court Executive Officer and are responsible for executing and managing complex policy, process, and data based projects to advance the administration of justice in Placer County.

DEFINITION

Under general direction of a higher level administrative or executive manager, incumbents in this professional class typically require specialized education and/or training to perform research/development analysis on difficult and complex duties related to the review, assessment, and development of administrative and/or business processes, technical programs and training materials for court operations, administration, information technology and management; conducts analytical studies into administrative, technical and operational issues; develops and analyzes complex data, develops data models, tools, and dashboards to assist in decision-making, and assists in the development of the court’s budget, technology guidelines, personnel policies and procedures. Focus is on the effective use of resources, both people and technology, in the execution of the Court’s mission and incumbents act as a change agent to help facilitate court operations and information technology change.

DISTINGUISHING CHARACTERISTICS

Allocation to a class level is based on factors including but not limited to the complexity of the analytical work, scope of the impact, level of independent judgment and the accountability for the work of other project participants.

Court Services Analyst I

This is the entry level class in the Court Services Analyst series. This class is distinguished from the journey by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Employees work under general supervision while learning job tasks, but ultimately work independently and determine general work methods and procedures to achieve the assigned goals and objectives. Final products will be reviewed upon completion with regard to business and technical soundness and appropriateness.

Court Services Analyst II

This is a journey level class within the Court Services Analyst series. This class is distinguished from the Court Services Analyst I by the assignment of the full range of duties. Incumbents must work independently and determine general work methods and procedures to achieve the assigned goals and objectives. Tasks assigned to require an in-depth and broader understanding of problem identification, analysis and resolution and the work is highly responsible requiring consistent accuracy and attention to detail. Final products may be reviewed upon completion with regard to business and technical soundness and appropriateness. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

EMPLOYMENT AT WILL

The Court Services Analyst classification is established as an “at will” position and, as such, the incumbent serves at the pleasure of the Court Executive Officer. The Court Executive Officer has the right to terminate the employment of any incumbent in this classification at any time, with or without advance notice, and with or without cause.

Essential Functions:

ESSENTIAL FUNCTIONS, RESPONSIBILITIES, KNOWLEDGE AND ABILITIES

When assigned, all of the essential functions and tasks listed below must be accomplished effectively, are standard, and may not be inclusive of all functions and tasks that may be assigned. The court reserves the right to assign or reassign duties as required to achieve business and operational objectives. Essential functions and tasks may include, but are not limited to those listed below.

Plans, organizes and conducts analytical administrative studies and surveys; formulates procedures, policies and program alternatives.
Makes recommendations on a broad spectrum of administrative and program-related topics specific to a department or court operation.
Plans and coordinates various administrative projects and activities to support management in the delivery of services.
Reviews existing and proposed, local, State and Federal legislation and Rules of Court for impact on the court’s activities; prepares analyses and assists in monitoring the effectiveness and results of new initiatives.
Plans, coordinates the collection, analysis and reporting of survey and statistical data to the Judicial Council of California and other governmental agencies.
Assists in developing an overall change management strategy for the court.
Assists in developing information technology project plans and objectives.
Assists in the development of training curriculum and conducts formal training sessions covering procedures, processes, or operational use of computer systems.
Reviews, analyzes, drafts and recommends to management organizational policy and procedures for department operations and operational manuals; participates in the development of new or revised programs, systems, procedures and methods of operation and assists in development and implementation of department or division goals and objectives.
Participates in the administration, monitoring and evaluation of contracts; participates in negotiating contracts with outside vendors, consultants or organizations; monitor fiscal and legal liabilities of the same.
Identifies court programs that can be enhanced by grant funding and prepares grant proposals and grant reports.
Develops or assists in the development of administrative policies and procedures.
Develops or assists in the development of technological polices and procedures.
Defines and documents customer business functions and processes.
Identifies opportunities for improving business processes through information systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems and/or operational changes.
Develops or assists in the development of statistical tracking systems and management reports for identification of trends, application of staff resources, application of funding or others as identified.
Develops or assists in the development of detailed data models, algorithms, and presentations to support decision-making.
Monitors data integrity and reliability of key business systems, identifies and determines the cause of any data anomalies, and makes appropriate recommendations for remediation.
Consults with managers, and staff on operational, organizational and administrative issues; participates in the development of annual work plans, long-range planning objectives, operational policy and procedure and assists with the resolution of work problems.
Prepares, composes or completes various forms, reports, correspondence, agenda items, agendas, studies, resolutions, requests for proposals, professional services agreements, public notices/announcements, statistical data, spreadsheets, surveys, or other documents; maintain files and records.
Keeps up to date on technology and policy trends in assigned areas.
Acts as liaison to other court divisions, governmental agencies, and other parties with interest in the trial court system.
Serves as a representative of the Court, displaying courtesy, tact, consideration and discretion in all interactions with other members of the Court community, governmental agencies, service providers and the public.
Plans and coordinates community outreach activities as directed.
Performs other duties as assigned.

Knowledge of: principles and practices of court administration, information technology, organization, programs and functions required to provide professional-level analytical work in area of assignment such as: policies, procedures and activities of the Court as they pertain to the performance of duties; development of administrative policies and procedures; financial/fiscal analysis and reporting; analysis of technical projects, analysis of existing and proposed legislation, legal standards and regulatory mandates; data science and data analytics strategies and modeling, problem-solving and conflict resolution methods and techniques; development and administration of contractual agreements; public financing; capital projects, court case management systems; grant monitoring and administration; project management techniques; verbal and written presentation methods and techniques.

Ability to: research and gather relevant information from a variety of sources; comprehend complex written materials; analyze data, procedures, interrelated processes and other information; formulate conclusions, make policy and procedural recommendations and/or alternatives by preparing reports on complex administrative issues; develop policy statements and monitor implementation; initiate studies of administrative issues, provide consultation to manager on complex operation issues; use work-related computer applications such as e-mail, word processing, spreadsheets and/or the Internet; synthesize ideas and information into well-organized and accurate documents such as reports and correspondence; communicate clearly and concisely to convey ideas and information to a variety of individuals and groups; effectively listen and elicit information; establish and maintain successful working relationships with judicial officers, staff, officials and the general public; sustain sufficient mental stamina to analyze complex matters, formulate recommendations and alternatives, anticipate problems, and present ideas in a logical and convincing manner, often while under pressure.

Qualifications:

MINIMUM QUALIFICATIONS

Court Services Analyst I

Experience: One year of work experience preferably in a court or other legal setting, which included responsibility for the following: performing analytical and/or complex program or project duties such as fiscal or budget analysis; data analytics or data science; developing policies or procedures; analyzing legislation; researching, summarizing and presenting data; program or process analysis/evaluation.

Court Services Analyst II

Experience: At least two years of experience as described above which would have developed/demonstrated the knowledge and abilities required for the particular program area.

Experience Substitution (All Levels): Successfully completed accredited college or university course work in the fields of business, public administration, criminal justice, finance, economics, mathematics, data analytics/data science or closely related field may be substituted as follows:

Master’s degree may substitute for up to two years experience.

Education Requirements (All Levels): Graduation with a bachelor’s degree or successful completion of 24 upper division credits from an accredited college or university in the fields of business, public administration, criminal justice, management information systems, finance, economics , mathematics, data analytics/data science or closely related field.

Supplemental Information:

Physical Demands: Mobility to work in an office setting; manual dexterity to use computers and standard office equipment, and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); strength to lift and carry files or other objects weighing up to 25 pounds; physical ability to sit for extended periods of time; vision which can be corrected to a level sufficient to read hand-written, typed and computer generated information and data, as well as computer terminal displays; hearing and speech ability sufficient to enable communication by telephone and in person

Working Conditions: Job duties are generally performed in an indoor office setting with environmental controls. Assigned work is performed in a standard court setting with open cubicles and/or offices. Assigned incumbents are expected to work inside buildings, alone, or closely with others. Routine noises and noise levels occur within the work environment. This classification may be required to travel and/or work at other Placer Superior Court locations.

Normal Court business hours: 8:00 a.m. to 5:00 p.m., Monday through Friday. This position may require long hours and some weekend work. Alternate work shifts may occur.
