Advocacy Fellowship

The ACLU of Illinois is accepting applications for a two-year fellowship position in our Advocacy and Intergovernmental Affairs Department, starting Summer or Fall 2025.

The Advocacy Fellowship is open to all qualified applicants with strong research and writing skills and a commitment to civil rights and civil liberties, including applicants who are seeking a host organization for an externally funded fellowship, such as through a college or university. Both public policy graduates and law graduates are encouraged to apply.

Employment Status

Full-time, exempt, union position that is part of a bargaining unit represented by the National Organization of Legal Services Workers / United Auto Workers Local 2320.

Based in our Chicago, Illinois, office, this position will also entail significant travel to Springfield, Illinois, when the General Assembly is in session. We are currently working on a hybrid in-office / remote work schedule.

Salary

The salary for the Advocacy Fellow is within the collective bargaining contract Classification V-Policy Expert/Policy Counsel. The minimum salary for this classification is $60,000 annually; depending on the nature of an applicant’s experience and qualifications, the position may pay as much as $71,020. Salary will increase by 6% effective April 1, 2026.

Requirements:

The Advocacy Fellow will help to launch a project to strengthen and expand the rights of people involved in the Illinois family regulation system, often referred to as the foster care system, by exploring policy and advocacy strategies related to mandated reporting, the right to legal counsel and other due process protections, universal drug screening and surveillance, kinship care, family integrity, and youth autonomy. A top priority for this fellow will be supporting the implementation of the KIND Act, which would make available to kinship caregivers the supports available to certified foster parents.

The Advocacy Fellow will assist in developing policy and influencing strategies by: (1) writing policy research reports and briefs in support of policy proposals; (2) creating policy advocacy materials to inform policymakers and the public; (3) identifying and evaluating case law and existing policy and practice; and (4) engaging with stakeholders and collaborating with experts and advocates to advance the project’s goals.

Public policy graduates optimally would have experience working in public policy implementation efforts, preferably in the areas of human services, public health, education, human rights, or court administration. Recent law graduates must have been working in the public policy arena or clerking since graduating from law school in a prior year.

The Advocacy Fellow will be supervised by the Director of the Youth and Family Policy Project.
