Definition & Duties

Under general direction from the County Attorney, supervises legal support staff in accordance with policies and procedures. Provides oversight of criminal and legal processes including case management, docketing, discovery, collections and customer service support staff.

Knowledge of & Ability to

Court processes for criminal and civil law; applicable federal, state, county, and city codes
Fiscal and resource management
Principles and practices of local government, administration, and employee relations
Local, State and Federal policies related to program areas represented within the Office, including training and licensure requirements
Resources used for criminal justice and law enforcement agencies
Document management and recordkeeping systems
Judicial systems, judicial laws and court proceedings
Current office procedures, practices and filing systems
Iowa Courts Online and Electronic Filing systems Prosecutor by Karpel or other case management system
English language to include grammar, sentence structure, spelling, punctuation and proofreading

Ability to:

Interpret and enforce County and department policies; address personnel-related issues
Handle project management including grants, contracts and agreements to ensure accountability and for purposes of external audits
Effectively supervise.
Work effectively with little to no direct supervision
Analyze organizational and operational problems and develop timely, cost-effective solutions
Represent Johnson County and perform duties in a professional, responsible and trustworthy manner
Work and troubleshoot complex judicial systems, database, and software
Maintain compliance with state and federal policies and requirements
Establish and maintain effective working relationships with staff, public officials, law enforcement personnel, victims of crimes, community agencies and members of the public
Interact effectively with persons from widely divergent backgrounds, interest and points of view
Provide customer service that is courteous and responsive
Create filing systems; maintain files and important documents in accordance with departmental guides and practices
Maintain confidentiality and security of information as appropriate
Collect, analyze and report data, keep accurate records, and prepare specialized reports using technical and statistical information
Operate common office equipment such as , calculators, fax and postage machines, photocopiers, and multi-line telephones
Type accurately and use a computer for the purposes of data entry, spreadsheets, word processing, presentations, email, and Internet
Perform administrative tasks with a high degree of speed and accuracy
Organize and prioritize multiple tasks and responsibilities
Be detail-oriented when working with documents and information
Handle moderate to high levels of stress, meet deadlines, solve problems appropriate to the position
Follow oral and written instructions
Organize and present facts, ideas, and opinions clearly and concisely, orally and in writing
Have clarity of speech and hearing which permits effective communication
Have sufficient vision which permits heavy production and review of a wide variety of materials both in electronic and hardcopy forms
Have sufficient manual dexterity to make handwritten notations and which permits heavy use of a keyboard
Lift, push, pull, and/or carry up to 25 pounds
Sit, stand, walk, climb, stoop, kneel, crouch, squat, bend, twist and reach
Have sufficient personal mobility to complete field work at various county facilities
Work flexible schedule and occasional additional time as needed

Minimum Education, Training & Experience & Special Requirements

Associate’s degree in legal studies or related field, or Paralegal certification AND four (4) years of office management experience with at least two (2) years of supervisory experience OR any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special requirements: Valid Iowa driver’s license and insurable under county liability coverage. May also require use of personal vehicle for official business. Must pass a background check.

Specific Duties

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

Manages legal support and administrative staff including recruitment, training, evaluating, and disciplining personnel. Consults with County Attorney as appropriate.
Plans, directs, and coordinates work activities and specific projects for administrative teams to ensure efficiency and productivity.
Manages logistics for the office.
Provide oversight of County Attorney Collections Program
Oversee County Attorney payment program (collections).
Oversee Criminal, victim witness coordinators, and juvenile division.
Assist with annual grand jury process.
Coordinates with the Information Technology Department in the acquisition, installation, implementation and training in the use of electronic hardware and software applications, including case management, document management and voicemail/telephone hardware and software.
Provides backup for the Office Administrator and departmental legal support and administrative team.
Represents Johnson County and participates in training/education opportunities and work-related meetings as required.
Performs all work duties and activities in accordance with County policies, procedures, and safety practices.
