Position: Attorney-Adviser (General)
Summary:
This position serves as the General Counsel for the Office of Community Oriented Policing Services (“COPS Office”). The General Counsel is the chief legal officer for the office and reports directly to the COPS Office Director, a Senior Executive Service Member. The incumbent supervises and manages the legal activities of the COPS Office.

Duties
:
Legal Representation and Employee Matters: Oversees the representation of the COPS Office in employment matters requiring legal assistance, including Equal Employment Opportunity and Merit Systems Protection Board cases, internal grievances, and other sensitive employee issues. Provides expert direction to staff investigating misconduct allegations, conducts legal sufficiency reviews of adverse action proposals and decisions, and advises on personnel policy issues.
Legal, Policy, and Programmatic Advice: Provides expert legal, policy, and program advice to the Director and other senior officials based on knowledge of relevant law and COPS Office operations. Directs the Legal Division in representing the office in legal matters, including those involving priorities of the Attorney General, the Administration, and the Director.
Interpretation of Laws and Regulations: Leads the Legal Division in interpreting applicable executive and administrative orders, rules, regulations, and statutes relevant to the COPS Office. Provides sound legal advice that influences policy and program decisions.
Strategic and Executive Management: Serves on the COPS Office’s Executive Management Team, advising on strategic priorities and initiatives. Ensures that the Legal Division incorporates these priorities into strategic planning.
Representation and Coordination: Represents the COPS Office in department-wide General Counsel and grantmaking roundtable meetings to address agency-wide issues.
Workload Management: Ensures equitable workload distribution within the Legal Division, either independently or through supervision of a Deputy General Counsel, aligning with the Administration’s and the COPS Office’s mission.
