Position Overview
ATTORNEY – HEADQUARTERS ENFORCEMENT UNIT, California Coastal Commission. This limited‑term, 12‑month position (may be extended to 24 months or made permanent) is part of the Headquarters Enforcement Unit within the Coastal Commission’s Legal Division. The role supports enforcement of the Coastal Act and protects coastal resources across the state.

Salary: $7,506.00 – $12,026.00 per month (classification A through D; amount depends on experience and qualifications).
Work Type: 12‑Month Limited Term, Full‑Time.
Work Location:
Hybrid telework, with occasional office presence in San Francisco (Headquarters).
Responsibilities
- Obtain compliance with the Coastal Act in complex, non‑cooperative cases; pursue enforcement actions required by the Commission.
- Investigate violations and bring cases to hearing before the Commission.
- Draft and negotiate settlement documents, prepare and present proposed settlements or other orders to the Commission in public hearings.
- Monitor compliance with orders issued by the Commission and assist in litigation support for enforcement cases.
- Collaborate closely with Commission staff attorneys, planning and technical staff, and with the Office of the Attorney General on litigation of enforcement cases.
- Assist in preparing monthly enforcement reports for the Commission.
- Identify and analyze potential environmental justice impacts, draft environmental justice, diversity and inclusion provisions in staff reports, settlements, and related documents.
- Conduct tribal consultation for relevant projects, including communication with tribes, assessment of cultural and tribal resource impacts, and drafting findings in staff reports and settlements.
Qualifications
- Juris Doctor (JD) from an accredited law school.
- Current California Bar admission in good standing and membership on the California HR attorney classification list.
- Specific knowledge of the Coastal Act of 1976, its implementing regulations, permit‑processing procedures, cease‑and‑desist orders, restoration orders, administrative penalty actions, and corporate litigation processes.
- Understanding of the functions and relationships of federal, state, county, and city governments, regional councils of government, and special districts.
- Ability to work independently and as part of a team, interact with alleged violators promoting cooperation and dispute resolution, and manage a high workload effectively.
- Excellent written and oral communication skills and a commitment to excellence.
- Innovative case‑resolution skills are desirable; a creative and strategic mindset is preferred.
- Adherence to office procedures and internal management policies.
Desirable Qualifications
- Prior experience with coastal or environmental enforcement cases.
- Experience drafting environmental justice and diversity provisions in legal instruments.
- Experience with Tribal Consultation processes and cultural resource assessments.
Benefits and Compensation
Benefits information is available through the CalHR and CalPERS websites. The salary range for this position is $7,506.00 – $12,026.00 per month, depending on classification level and experience.
