Real Estate Support Specialist

BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking an experienced Real Estate Support Specialist to join our team to provide project delivery business process support services to the United States Army Corps of Engineers (USACE), Caribbean District (South Atlantic Division [SAA]) in Puerto Rico which is responsible for managing the planning, design, and construction of Civil Works, Military and Interagency and International Support (IIS) Projects throughout the Caribbean region. This role involves assisting with various administrative and technical tasks related to land acquisition, property management, and real estate transactions to ensure the smooth execution of federal projects in the Caribbean region.

Job Duties & Responsibilities
File Management & Record Keeping
Organize and maintain real estate records, ensuring accurate and up-to-date documentation for land acquisitions, easements, leases, and property transactions related to USACE projects
Ensure compliance with federal regulations and USACE guidelines for real estate documentation
Create and manage filing systems to ensure easy retrieval of documents, including hard copies and digital files, for project teams and legal teams
Document Drafting & Review
Prepare and draft real estate documents, such as deeds, contracts, and lease agreements, in compliance with federal laws and project requirements
Review and analyze real estate documents from external contractors, landowners, or other government agencies to ensure accuracy, completeness, and legal compliance
Assist in drafting technical reports and summaries of real estate activities for submission to management and stakeholders
Audit & Compliance Preparation
Prepare for audits by ensuring all real estate transactions and records are thoroughly documented and compliant with USACE and federal standards
Assist in audit preparation by coordinating the collection and organization of necessary documents and data
Monitor compliance with property acquisition regulations, including those related to environmental requirements, land title transfer processes, and valuation assessments
Support for Property Transactions & Management
Provide administrative support in the property acquisition process, including land surveys, appraisals, negotiations, and legal processes
Assist in coordinating land acquisition efforts, including working with legal teams, project managers, and external consultants to facilitate real estate transactions
Help manage the disposition of surplus real estate by preparing and processing the necessary documents for property sales, transfers, or disposals in accordance with government guidelines
Communication & Coordination
Liaise with stakeholders including USACE personnel, legal teams, property owners, and other government agencies to facilitate real estate operations and communications
Maintain clear communication with the project team to ensure all real estate issues are addressed promptly and that documentation aligns with project schedules
Provide regular status updates to the project manager or other supervisory staff regarding real estate transactions and documentation
Key Qualifications
U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
Certifications such as Real Estate Broker License or certifications in project management (e.g., PMP) may be considered advantageous
Skills & Competencies
Ability to manage multiple tasks and deadlines simultaneously, ensuring tasks are completed on time and within regulatory requirements
Ability to carefully review and process complex documents, ensuring all information is accurate and compliant
Ability to maintain well-structured files, both physical and digital, and keep track of multiple ongoing real estate transactions
Ability to identify and address issues related to real estate transactions, land use, or document accuracy
Willingness to work in a fast-paced environment where real estate issues can evolve quickly, requiring adaptability and a solution-oriented approach
Ability to work independently and as part of a team, often managing tasks autonomously with limited oversight
Experience in multi-lingual environments (Spanish/English) may be beneficial due to the geographic focus in Puerto Rico and the Caribbean
Familiarity with federal contracting processes, particularly those that involve real estate and property transactions is preferred
Knowledge of environmental regulations related to property transactions, land use, and real estate development is preferred
Strong Communication Skills: Excellent verbal and written communication skills, with the ability to explain complex real estate and legal concepts to a wide range of stakeholders, including non-experts
Software: Proficiency using MS Office software including Excel, Word, and PowerPoint for document preparation, spreadsheet management, and presentation creation
Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
Experience
A minimum of 10 years of experience in real estate support, property management, or related fields, including experience with federal property transactions and documentation is required
Prior experience with USACE real estate operations or similar government agencies is highly preferred
Experience with land acquisition processes, including managing title searches, deeds, surveys, and appraisals for federal or military projects
Education: A minimum of a Bachelor’s degree in Real Estate, Business Administration, Construction Management, or a related field from an ABET accredited university is required
Physical Requirements
Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
Ability to operate office equipment, including computer, copy machine, phone, etc.
Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
Capable of lifting up to 10 lbs.
Ability to see details of objects that are less than a few feet away
Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
