Legal Services — Federal Attorney Support Expertise

The selected candidate will provide exclusive legal support to the Court Services and Offenders Supervision Agency (CSOSA). The job is located in downtown, Washington DC, requires onsite presence and is subject to a security clearance. If selected, the indivual shall not be engaged in other outside legal work.

a. The candidate must meet the following qualifications:

(1) A Juris Doctor (JD) degree from an accredited law school;

(2) Be duly licensed and authorized to practice law as an attorney under the laws of a state, territory, or the District of Columbia – (a certificate of good standing required);

(3) Three years experience practicing law in either a government environment or in suppport of a government agency.

(4) Experience in two or more of the following areas: government contracts, employment and labor law, FOIA, Privacy Act, Torts, Litigation, and Ethics;

(5) Prior applicable litigation experience presenting, defending, and appealing cases before either the Merit Systems Protection Board, Government Accountability Office (GAO), Court of Federal Claims, other administrative tribunals, and/or Federal District Court;

(6) Experience in effective communication with government officials resulting in positive outcomes; and

(7) Computer proficient and capable of performing complex internet and legal research using the electronic databases.

b. Work to be performed includes, but is not limited to, the following:

(1) Government Contracts.

(a) Consulting with OGC and other agency components on potential contracts, in order to address legal issues associated with agency service and supply contracts.

(b) Reviewing and analyzing current agency contracts, in order to assess whether these actions need to be revised or revisited to better address legal issues associated with the agency service and supply contracts.

(c) Drafting contract clauses, service level agreements, or other types of agreements for OGC review pertaining to CSOSA service and supply contracts.

(2) Employment, Labor Law, and General Litigation.

(a) Providing the full gamut of legal services for litigation in accordance with all administrative tribunals, i.e., EEOC, MSPB, FLRA, State or Federal Court(s). Prepare all litigation documents in response to Acknowledgement Orders and other requirements of agency policies.

(b) Performing tasks for pretrial preparation and case management to ensure that all paperwork is completed and filed in accordance with established timeframes.

(c) Ensuring written discovery documents and witnesses are identified and prepped as needed for trial in advance of court deadlines in support of the Government’s case.

(d) Developing a case analysis outlining the strengths and weaknesses of the case, including recommendations on litigation or settlement, and provide it to the OGC designated representative for determination in moving forward. The “OGC designated representative” is defined as the OGC government attorney who assigns the task.

(e) Assisting in presenting the Government’s case to ensure that all evidence and testimony necessary to support the Government’s case is included on the record and all other tasks identified in order to successfully prepare and defend agency’s position before any administrative tribunal, State or Federal Court(s).

(3) Ethics.

(a) Developing and conducting Annual and periodic ethics training.

(b) Maintaining, distributing, and collecting financial disclosure reports.

(c) Reviewing for technical completeness (but not certifying) financial disclosure reports.

(d) Preparing the draft version of written ethics advice or an advisory opinion, to be issued by an ethics official who is a Government employee.

(e) Receiving, reviewing, and granting requests for disclosure of public financial disclosure reports (SF 278s), in accordance with relevant laws and regulations.

(f) Receiving and conducting an initial review of outside activity forms.

(4) Freedom of Information Act (FOIA)/Privacy Act.

(a) Advise on FOIA and Privacy Act concerning aspects of interpretation, applicability, and compliance with federal law relating to the release of information.

(b) Receiving, reviewing, and providing draft opinions regarding complex questions involving FOIA in accordance with relevant laws and regulations.

(c) Receiving, reviewing, and preparing draft opinions regarding releases of information under the Privacy Act.

NOTE: This is a contract position in support of a task order funded through September 29, 2025. The selected candidate must undergo a security clearance and will serve solely at the discretion of the our client. Although some telework may be allowed this is a full time Onsite support position. Specific hours to be worked shall be coordinated with the Contracting Officer’s Representative (COR). The selected candidate must be completely devoted to this position. No outside work will be allowed while on this project.
