Overview of Position

The Enrollment Policy Analyst ensures the integrity and equity of Seattle Public Schools’ student assignment processes by drafting and implementing policies, conducting in-depth data analysis, and handling the transfer appeal process, and fraud prevention and detection efforts. This position serves as a central resource for departments across the district on complex enrollment issues and ensures alignment between policy, practice, and compliance with state and federal guidelines. This position also acts as Designated School Officer (DSO) to all F-1 and J-1 International students and ensures students have met all district requirements before entry.

Essential Functions

Develops, implements, and maintains enrollment procedures, forms, and internal guidelines.
Provides policy guidance and training to staff and stakeholders as a subject matter expert, collaborating cross-departmentally to ensure consistent and compliant implementation.
Researches and ensures alignment with School Board policies and applicable legal standards.

Analyzes enrollment data and historical trends to support quality assurance and process improvements.
Responds to data requests from district leadership, departments, schools and the public.
Collaborates with Enrollment Planning to ensure timely sharing of information and alignment in data analysis.

Supports the transfer desk and facilitates appeal processes.
Reviews complex and sensitive student enrollment cases and ensures decisions are aligned with the district policies.
Leads weekly appeal meetings and participates in cross-functional intervention teams.

Leads fraud prevention and compliance initiatives, developing and overseeing internal auditing and tracking procedures.
Audits and resolves contentious or disputed enrollment cases and potential assignment errors.
Conducts investigations related to address fraud and other enrollment discrepancies.

Serves as Designated School Officer for F-1 and J-1 international students and liaises with exchange agencies.
Ensures students meet all federal and district enrollment requirements.
Issues I-20s for F-1 international students.
Supports international student recruitment.

Supports core enrollment functions, including the Open Enrollment School Choice process.
Responds to assignment-related inquiries and requests from schools and staff regarding waitlists, seat capacity, and placement concerns.
Plans and coordinates district registration and community engagement events.
Handles event logistics, including space, equipment, and staffing for enrollment-related activities.
Undertakes special projects as assigned.

Oversees temporary staff or interns for project-based work.

May serve as backup to the Enrollment Manager when needed.

Typical Qualifications

EXPERIENCE/EDUCATION:

A typical way to obtain the knowledge and abilities would be:

Three (3) years of work experience with strong focus on analysis, research, evaluation, writing and planning; Bachelor’s degree in Education, Business or Public Policy; or an equivalent combination of education and experience.

Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities to perform the work will be considered.
