The State Highway Administration’s (SHA) Office of Equal Opportunity (OEO) is currently recruiting for an EEO Compliance Officer (DOT Executive Assistant I) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The Office of Equal Opportunity (OEO) is a full-service office responsible for planning, developing, implementing, monitoring and evaluating all Equal Opportunity Programs within the State Highway Administration (SHA). These programs include Equal Employment Opportunity and Affirmative Action (Title VII of the Civil Rights Act of 1964), Environmental Justice, Disadvantaged/Minority Business Enterprise (D/MBE) Program, Contractor Compliance / On-the-Job Training (OJT) and Limited English Proficiency (LEP) (Title VI of the Civil Rights Act of 1964), and the Americans with Disabilities Act (ADA). The Office of Equal Opportunity works cooperatively with the agency’s equal opportunity officers in SHA’s seven districts and Hanover Complex.
Nature of Work: The Equal Employment Opportunity (EEO) Compliance Officer assists the EEO Program Manager with administering the agency’s EEO/Title VII Program which includes discrimination and discriminatory harassment, Bullying in the Workplace, the ADA, diversity efforts, and the facilitation of fair and equitable employment transactions. The incumbent of this position should be able to produce most of their work product independently, with a high degree of confidentiality and accuracy, and proactively manage a large caseload of investigations, reasonable accommodation requests, reporting, and agency recruitment reviews and approvals.
This position is responsible for conducting complaint intakes, investigations, reporting, and tracking the progress of internal and external Title VII (workplace discrimination, discriminatory harassment, and retaliation) and Bullying in Workplace complaints. This position also assists with producing external enforcement agency responses (Statement of Position, Request for Information (RFI), etc.). This position is also responsible for processing requests for religious and Americans with Disabilities Act (ADA) accommodations, training on Title VII of the Civil Rights Act of 1964, Bullying in the Workplace, ADA, and other related topics, and reviewing and approving agency recruitment documents.

Qualifications
Minimum Qualifications:
Education: Possession of a bachelor’s degree from an accredited college or university.
Experience: Four (4) years of experience ensuring adherence to fair practice standards or evaluating a business or public entity for compliance with federal, state, or municipal laws and regulations.
Selective Qualification: Two (2) years of the required experience must have involved investigating and tracking complaints of discrimination and/or harassment.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).
Notes:
1. Additional experience directly related to protected groups in the areas of compliance with civil rights statutes or community and human relations; or monitoring contracts and investigating regulated activities to ensure compliance may be substituted on a year-for-year basis for the required four-year degree.
2. Thirty graduate credit hours from an accredited college or university may be substituted for one year of the required experience.
Licenses & Certifications
Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
