Responsibilities
The Associate Director (Compliance) and will work closely with all staff supporting the roll out of Temasek Foundation programmes and management to ensure compliance with applicable regulations, manage the internal controls and risks.
Reporting to Head (Corporate Development) and the Director (Legal & Compliance), the Associate Director (Compliance) is responsible for the following
Internal Controls and Risk Management
Work closely with all staff supporting the roll out of Temasek Foundation programmes and management, to drive a strong internal control and risk culture within Temasek Foundation
Ensure compliance with internal control processes via close monitoring.
Develop and review policies and processes with a view to improving TF’s internal control policies and procedures, including supporting internal audits where necessary, and in compliance with relevant regulations and frameworks relevant to charities and the non-profit sector.
Maintain risk registers as an outcome of the Risk Assessment process and monitor the action plans agreed with senior leaders.
Review, assess and report significant risks and issues identified or reported in line with the Risk Management framework.
Legal
Support the review of agreements in accordance with internal policies and templates.
Participate in the definition and development of corporate policies, procedures and programmes.
Corporate Governance
Ensure compliance with the Charities Act, Charities (IPC) Regulations, Code of Governance for Charities and IPCs, NPO tax incentive scheme and other applicable regulations.
Responsible for timely compliance with all the filing and reporting obligations under applicable regulations.
Monitor regulatory updates and policy announcements that affect TF’s compliance requirements as an IPC, and report key information and/or recommendations to the senior leaders.
Requirements
Degree holder in accountancy, finance, law or equivalent
At least 10 years of relevant experience in a compliance or paralegal role.
Relevant professional/industry qualification such as ICA Diploma in Compliance would be viewed favourably.
Previous experience in the non-profit sector preferred but not required.
Self-motivated, results oriented, well organized, with good project management skills
Strong problem solving skills with the ability to exercise sound judgement and make decisions based on accurate and timely analysis.
Good negotiation, communication and writing skills, as well as, proficiency in Microsoft Office Excel and PowerPoint.
