Job Summary
The Environmental Law Section provides sound advice and counsel to Baltimore City departments regarding environmental law and compliance issues that arise in matters involving City real estate, contracts, utilities and infrastructure, capital projects, environmental zoning and land use, regulatory compliance, and the defense of environmental claims and administrative actions. The Section’s practice is weighted towards counseling, transactional support, administrative proceedings, and requirements and programs established in the Baltimore City Code and state law.
Successfully fulfilling this role involves partnering with the Mayor’s Office and other City departments, including Law Department colleagues in other practice areas, as well as daily interactions with private parties, state agencies in their operational capacities, and state and federal regulators in the environmental, natural resources, energy, and adjacent arenas.
Essential Functions
- Evaluate proposed transactions, projects, and City programs, and provide related advice to Law Department colleagues, City officials, and City departments.
- Negotiate environmental terms for City projects, contracts and real estate matters.
- Provide compliance advice and training to City departments.
- Represent the City in federal and state regulatory matters and litigation.
- Conduct legal research and provide legal advice and opinions to the City and its departments.
- Stay abreast of changes in policy, regulations and legislation that impact environmental obligations and regulation for the City of Baltimore; advise on the scope of impact and may draft a response.
Minimum Qualifications
Education: A law degree from an accredited law school. Admission to the Bar of the State of Maryland is required.
Experience: Have at least 2-4 years of experience in private and/or government practice, preferably including transactional support or regulatory compliance.
Equivalency Notes: Have an equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.
Knowledge, Skills, & Abilities
- A working knowledge and eagerness to gain a deeper understanding of environmental, natural resources, and land use programs and requirements in the Baltimore City Code, as well as Maryland and federal law.
- Experience drafting and negotiating contracts and real estate documents.
- A working knowledge of Maryland and federal administrative process and procedure.
- The ability to establish and maintain effective, collaborative working relationships with others (inside and outside the Law Department).
- The ability to manage and prioritize multiple complex matters.
- Exceptional oral and written communication skills.
- The ability to work independently and meet deadlines while handling multiple tasks.
- The ability to maintain professionalism under pressure.
- A strong sense of ownership of tasks and responsibilities.
- Strong interpersonal skills required to work with the public and various agencies.
- Strong technology skills, as well as proficiency with Microsoft Office software and legal research platforms such as Westlaw.
- A willingness to perform with minimal administrative support
Additional Information
Background Check Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
