Job Summary

The Immigration Law Specialist serves in the Immigration and Benefit Policy Unit within the Resettlement Programs Office (RPO) of the Department of Human Services (DHS). This position will provide legal analysis, advice, and guidance to RPO, and its funded partners related to eligibility for RPO-administered programming and ensure accurate operation of programs in alignment with immigration law. The position works collaboratively across DHS and other state agencies to interpret and implement state and federal requirements in the intersection of non-citizens and public assistance programs.
In this role, the incumbent will be part of a collaborative team responsible for identifying procedures and policy guidance that will support counties, tribes, and community-based organizations in accurately determining benefits, preventing unintended harm, and ensuring access to benefits in alignment with law, and implementing RPO-administered immigration legal services for people with a non-citizen status. The role will require thoroughly reviewing policy questions, training resources, data practices, program policies, procedures and eligibility systems and assessing in-depth their accuracy and efficacy in a changing and unpredictable federal legal environment. The position will also provide legal support on and interprets policies and procedures developed and communicated by the United States Citizenship and Immigration Services.
Responsibilities include but may not be limited to:
Provide professional legal support to the division on non-citizen eligibility and access to public programs such as Cash, Food, Medical and Resettlement Network services.
Develop and provide accurate, timely, plain language guidance and information and training for funded partners, impacted communities, state partners and other key stakeholders related to local impacts of federal changes to immigration law.
Collaboratively with key program staff, lead efforts to develop and implement statewide strategy for Immigration legal services to ensure resources are coordinated, and necessary partners are engaged to broaden service impacts.
Collaboratively with key program staff, support program administration, monitoring and evaluation of Resettlement Program Office (RPO) Immigration legal service programming and leverage legal expertise into the programmatic guidance of funded partner work, as needed to ensure provision of high-quality legal services.
Qualifications
Minimum Qualifications

JD degree from an ABA accredited law school.
Current license and in good standing to practice law in Minnesota.
At least three (3) years’ experience as a practicing attorney in the area of immigration law.
Demonstrates knowledge and experience conducting legal research, writing and analysis; and providing legal advice.
Preferred Qualifications
Successfully managing high volumes of work with competing priorities.
Experience working in and knowledge of Minnesota’s resettlement infrastructure, and the state and federal variables that impact the local service landscape
Knowledge or experience with plain language communication of complex regulatory and statutory matters.
Experience with regulations and policies relating to Minnesota state government data practices, contracting and administrative law. Knowledge of state and federal laws, rules and regulations, and the Minnesota Government Data Practices Act (Minnesota Statutes Chapter 13).
Experience working for a government agency/organization.
Variety of experiences working effectively with others from different backgrounds and cultures.
