Responsibilities
Under direction, perform a variety of legal duties supporting the City Attorney’s Office (CAO). Serve as legal advisor to City officials, management and staff by preparing and reviewing opinions, contracts, resolutions, ordinances, regulations, leases, licenses, public communications, policies and procedures, and various litigation documents. Conduct legal research on municipal matters and present recommendations to minimize risk and safeguard the City’s operations for City management, staff, and City Council.
Receive and review claims and lawsuits filed against the City, assist and represent the City in its defense, and prepare and draft correspondence including letters, memos and pleadings concerning litigation, settlements, plea bargains and negotiations. Prepare for and participate in court proceedings, including hearings, mediation, trials, and depositions. Attend and participate in meetings and provide legal support and advice to City Departments, committees, and boards.
Serve as liaison between outside counsel and the CAO on specialized legal matters. Review, edit, and research staff reports for City Council, monitor changes and trends in legislation covering municipal regulations, real property, risk management issues, and civil and criminal laws; evaluate legislative impact on City and CAO operations and recommend operational, procedural and policy changes. Assist City departments in developing or amending policies and procedures to maintain legal compliance, represent the City in negotiations, ensure legal issues are resolved within policy guidelines, and communicate effectively with City Attorney and principals.
Review and respond to open records requests under the Texas Public Information Act and maintain confidentiality of work‑related issues and City information. Represent the City in prosecuting violations of ordinances and Class C misdemeanors in Municipal Court, and perform other municipal court duties as required.
Leadership and Supervision
Take initiative to identify and resolve issues, providing effective workflow and legal solutions. Offer leadership and mentorship to coworkers, volunteer for leadership opportunities beyond regular assignments, maintain a positive, solution‑oriented attitude, develop a consistent, clear presentation style, and demonstrate independent management of assignments. Supervise assigned staff by scheduling, assigning, instructing, guiding and checking work, appraising performance, providing training and development, enforcing personnel rules and standards, counseling, motivating, maintaining harmony, interviewing applicants, and recommending hiring, termination, transfers, discipline, merit pay or other employee status changes.
