GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for providing leadership and management of
procurement programs, mail services and surplus programs and to personally completes highly
complex procurement activities. Assists the Purchasing Agent in coordinating procurement activities
for the City. Reports to the Purchasing Agent.
ESSENTIAL JOB FUNCTIONS
Assists in developing departmental priorities, goals and objectives to meet City, departmental and
customer needs. Provides direct guidance to departments related to procurement laws, policies and
procedures. Researches, interprets and updates existing procurement policies and procedures to
ensure procurement methods utilized by the City are in accordance with all applicable laws.
Participates in the development and delivery of citywide procurement training and assists with
applications for procurement certifications.
Responsible for the effective supervision and administration of assigned areas including staff
development and training, succession planning, prioritizing and assigning work, and related
activities. Oversees citywide mail services and the City’s surplus program.
Completes highly complex and sensitive procurement work that requires developing negotiation
strategies and contract development. Responsible for procurement of large construction projects.
Assists procurement staff with complex purchases and provides guidance on strategic procurement
approaches; assists with management of the City’s “Small, Women and Minority-Owned Program.”
Conducts special studies and analyses dealing with procurement issues and related city programs to
identify and assess trends, program effectiveness and efficiency, alternative uses of resources, and
alternative methods of accomplishing objectives. Prepares detailed records and reports with
recommendations as appropriate; responds to correspondence.
Reviews and approves solicitations, contracts, purchase orders, and other procurement documents;
ensures accuracy and quality of documents and supporting materials. Guides procurement staff on
activities to resolve contractor performance. Assists with and may act as a designated representative
related to Administrative Appeals Procedure and Contractual Claims Review Procedure.
Performs other duties as assigned.

REQUIRED KNOWLEDGE
Procurement – Knowledge of modern methods, concepts, practices, and principles related to local
government procurement and competitive solicitation processes, as well as general procurement
procedures and guidelines, financial computations, statistical analysis, and forecasting techniques.
Knowledge of applicable federal, state and local procurement laws and regulations.
Supervision – Knowledge of leadership techniques, principles, and procedures to assign work,
schedule, supervise, train, and evaluate the work of assigned staff.
Customer Service – Thorough knowledge of principles and processes for providing customer
services. This includes setting and meeting quality standards for services and evaluation of
customer satisfaction.
REQUIRED SKILLS
Critical Thinking – Uses logic and reasoning to understand, analyze, and evaluate complex
situations and then to research information to identify the strengths and weaknesses of alternative
solutions, conclusions or approaches to the situation.
Interpersonal Relationships – Develops and maintains cooperative and professional relationships
with employees, managers, representatives from other departments and organizations, and
citizens. Shares knowledge with staff for mutual and departmental benefit.
Computer Skills – Utilizes a personal computer with automated information programs, word
processing, spreadsheets, presentations, database management, and related software to effectively
complete a variety of complex tasks with reasonable speed and accuracy.
REQUIRED ABILITIES
Coordination of Work – Ability to establish and implement effective administrative programs and
procedures. Establishes priorities for the completion of work in accordance with sound time-
management methodology. Performs a broad range of supervisory responsibilities over others.
Communication – Ability to communicate ideas and proposals effectively, including the
preparation of reports. Ability to listen and understand directions, information and ideas
presented verbally and in writing. Ability to handle a variety of customer service issues with tact
and diplomacy and in a confidential manner.
Accounting and Budgeting – Ability to perform arithmetic, algebraic, and statistical applications.
Ability to employ economic and basic accounting principles and practices in the analysis and
reporting of financial data.
EDUCATION AND EXPERIENCE
Requires a Bachelor’s Degree in Business Administration, Accounting or a related field and 5-7 years
of progressively responsible experience and 2-3 years of supervisory experience, or an equivalent
combination of education and experience.
ADDITIONAL REQUIREMENTS
Acceptable general background check to include a local and state criminal history check and a valid
driver’s license with an acceptable driving record.

Certification as a Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer
is preferred.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work.
Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10
pounds).
Tasks may involve extended periods of time at keyboard or work station.
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
Essential functions are regularly performed without exposure to adverse environmental conditions.
