Job Summary
Supervises all activities involved with the Mapping, GIS Database and Right of way departments. This supervision includes drafting and mapping record keeping, associated GIS database administration, permitting and easement management tasks that allow for the efficient operation of the Engineering department.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
· Supervises the operations of Facilities Assignments associated with service orders
· Assists plant personnel and associated departments with service order inquiries.
· Supervises the operations of the computer aided drafting and GIS systems including the associated database in the NISC Mapping System.
· Responsible for the management of projects, project numbers, work orders and service orders associated with capital projects and plant maintenance projects.
· Responsible for providing a complete and accurate Project Package to the Engineering and Construction Supervisor for bidding and construction processes.
· Responsible for adherence to GVTC OSP mapping standards.
· Supervises the creation of staking sheets for Outside Plant Designers from hand sketches and/or GPS technology.
· Coordinate between assignments and mapping departments to correct discrepancies found on mapping system and iVue.
· Coordinates the addition of creating new Map Cooridante1 fields to all systems for available services.
· Coordinate with designers for various plots and drawings.
· Assist field personnel with GPS.
· Review and supervise task logs, on a daily basis.
· Develop standards to be used in creating and maintaining the iVue mapping system.
· Create and maintain updates for required mapping database applications
· Supervise the creation and maintenance of polygons for data queries and reports.
· Supervises all Right-of way and permitting requirements for GVTC.
· Supervisory responsibilities include reviewing utilities easements in new developments
· Assisting with access easements for service and construction requests
· Supervise the creation, submittal and approval of county permits, city permits, and Txdot permits
· Supervise the creation, submittal and approval of Power Company pole attachment permits.
· Working with Engineering firms/consultants on Right of Way projects
· Responsible for departmental compliance with GVTC safety practices, all traffic laws, and OSHA and NESC regulations.
· Conducts safety meetings and safety inspections and files Safety reports per GVTC policies.
· Handles customer complaints concerning projects and satisfies customer complaints when possible according to company policies and standards.
· Sound expense control and expense management
Qualifications:

Education/Experience:
High School Diploma or General Education Degree (GED) required; Bachelor of Science degree preferred. Minimum of five to seven years’ experience in related telecommunications field or fields.
Right of way Experience including International Right-of-way SRWA candidacy
Mapping experience: Working knowledge of CAD and GIS systems is necessary.
Database Administration Experience: Working knowledge of CAD and GIS systems with respect to Oracle database management is necessary
Language Ability: Ability to read, write and comprehend simple instructions and short correspondence. Must have good oral and written communications skills
Reasoning Ability: Ability to deal with and solve problems using solid judgment skills.
Technical skills:
Proficient in Microsoft Office (Excel, Word, and Powerpoint).
SQL developer
GPS and GIS data gathering systems.

NISC Mapwise for GIS information
Basic surveying skills (using theodolite) required
Professional Appearance: Employees will professionally represent GVTC by adhering to GVTC’s Attire and Grooming Policy.
